- SUBJECT: ASPEN ENGINEERING SUITE SOFTWARE BUNDLES Description: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to ASPEN Technology Inc., Houston, TX for the following: 1. ASPEN Software Bundle (ASPEN Plus/ASPEN Custom Modeler/ASPEN Dynamics Software) based on 3-year license term ??? 1 each. 2. SMS for ASPEN Software Bundle ??? 1 each. This purchase order is being issued to ASPEN Technology Inc because it is required by the government o perform systems analysis R&D in connection with the design and optimization of advanced power generations systems. NETL uses the ASPEN Technology Inc process simulation software together with computational fluid dynamics (CFD) software in the R&D 100 Award-winning Advanced Process Engineering CO-Simulator (APECS). Scientists and engineers are applying the APECS system including the process industry CAPE-OPEN software standards. It can be integrated with computational fluid dynamics (CFD) models using NETL???s APECS technology. No other software can supply ASPEN Plus, ASPEN Dynamics and ASPEN Custom Modeler. ASPEN Technology Inc is the developer and only supplier of ASPEN Plus, AD, and ACM. This purchase is being issued to ASPEN Technology Inc because there is no alternative since they are the only source who can provide the items being requested by the government. This request is considered to be sole source to ASPEN Technology Inc. All responsible sources may submit a bid proposal, or quotation which shall be considered by this agency. Offerors shall provide sufficient technical literature, documents, etc, in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Therefore, no solicitation will result from this announcement. The North American Classification Code (NAIC) is 421690. This award shall be made using FAR Part 13, Simplified Acquisition Procedures. All interested firms must respond to DE-RQ26-07NT01281 by 05:00 P.M. EST, September 27, 2007.
