Description
This synopsis is being provided to publish a requirement for the U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory in Research Triangle Park, North Carolina for the delivery and operation of a turnkey air monitoring system in support of a collaborative research effort between the US EPA and the Federal Highway Administration. This research effort involves characterizing the impacts and behavior of particulate matter with aerodynamic diameter less than 2.5 microns (PM2.5) and MSATs near highways. Air monitoring shall follow a detailed monitoring protocol (http://www.fhwa.dot.gov/environment/airtoxicmsat/FinalDMPJune.pdf) that outlines a uniform approach to evaluate mobile source contributions to air toxic compounds and PM2.5 and their dispersion patterns near highway locations. This detailed protocol specifies four air monitoring stations located at specific distances from a highway. Through an interagency agreement, the FHWA and the U.S. EPA are collaborating to execute this research effort (http://www.fhwa.dot.gov/environment/airtoxicmsat/iagagree.htm). Described in this memorandum is a turnkey air monitoring system designed to execute this research effort. This air monitoring system will be operated for one year in each of three cities for a total of three years. The first city will be Las Vegas, NV. The US EPA will take delivery of this turnkey air monitoring system at specified locations? in Las Vegas, NV only after all instruments are operating, calibrated and logging data. The data being logged must be accessible via the internet. Detailed specifications will be provided with the forthcoming solicitation document these specifications are required to satisfy the FHWA Detailed Monitoring Protocol. When possible, air sampling instrumentation must also be included in the EPA?s designated reference and equivalent methods list (http://www.epa.gov/ttn/amtic/criteria.html). THE EPA HAS SET THIS ACQUISITION ASIDE FOR SMALL BUSINESS. The North American Industry Classification Code is 541620 with a small business size standard of $6.5 million. A written solicitation, PR-CI-07-11394, is anticipated to be issued the week of October, 1st 2007. It is anticipated the solicitation will be issued as a request for quotes (RFQ). All responsible small businesses may submit a quotation in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. The Government will award a contract resulting from this solicitation to the responsible small business offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In addition to price, the following factors may be used to evaluate the offerors technical proposal: relevant technical experience, technical approach, and past performance. These factors shall be evaluated on a Best Value basis. Contract type is anticipated to be firm fixed price. See note 1.
