Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as an RFQ for a side mount digital camera for a Philips CM200 transmission electro microscope, specifications are listed below. The provisions and clauses in the RFQ are those in effect through FAC 05-20. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center is required within 60 days ARO. Offers for the items(s) described above are due by close of business Wednesday, September 26, 2007 to NASA Glenn Research Center, 21000 Brookpark Rd, MS 500-306, Cleveland, OH 44135 and must include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (SEPT 2006), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product (s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. Specifications for a Side Mount Digital Camera for a Philips CM200 Transmission Electron Microscope PR 4200214451 This procurement is for a Side Mount Digital Camera for a government-owned Philips CM20O transmission electron microscope (sin D806). The camera control software shall operate on a government owned personal computer running Microsoft Windows XP. The camera and control software shall include the following features and capablties; 1. Side Mount Digital Camera Camera shall consist of a high-resolution CCD camera, installed on the sde wide-angle port (35 mm port) of a Philips CM200 transmission electron microscope (s/n D806). Camera shall have a minimum pixel clock rate of 25 MHz, dynamlc range of 16384 gray values (14 bits), minimum image resolution of 2048 x 2048 pixels, binning factors: 2x, 4x or 8x, partial readout functionality, exposure times of 1 ms to 160 s, and trigger functionality Connection to the computer shall be via an included IEEE 1394 PCI interface with cables Camera shall be stabilized via Peltier cooling to 15 degrees C. Camera shall have an internal electronic shutter with no modification to the TEM Lens shall be optically coupled to a phosphorcus screen optimized for 200kV. Phosphorous screen shall be automatically moved into the beam path via software control. Camera shall be shielded as to prevent any radiation Exposure per Philips/FEI specifications 2. Control Software a. Camera control software shall operate on a government owned Dell PC running Windows XP and Gatan's Digital Micrograph. b. Software shall provide integrated drivers for numerous TEM cameras with optimized camera control, automatic contrast enhancement, automatic exposure time adjustment. and real-time functions such as FFT. online histogram, shading corredron, etc. c Software shall provide user-definable loglcal Input channels allow preclse configuration of all lnputs being used and automatic image caltbration during acquisrtlon. d. Software shall provide auto focus for all microscopes with automat~cIm age shift via remote e. Software shall provide automatic read-out, saving and arci;v~ng of all microscope, camera and caltbration parameters along with the image. f. Software shall provide for simultaneous and clearly structured display of multiple images. including the llve Image. g. Software shall prov~dea dynamic scale bar which adjusts automatically to respective zoom factor. h. Software shall provide dlrect access to live images vla the Internet and IP addlessaSle camera functionallty. i. Software shall provide the following measurement and processing capabilities, - Interactwe measurement of geometr~cs tructu:es - w~thinth e live image as well - Extended overlay functionality - Phase analysis with threshold setting - Automatlan of measurement sequences vla macro recording and prograrnmlng - Data display in sheets and diagrams Including statistics - Montages multiple component images into a single seamless panorama Image + S~gnificanitm age enhancement vla contrast enhancement - Image processing via other filters -Two-dimensional Fast Four~eTr ransformation (FFT) including cclnvolut~Gna nd correlation. In FFT space, the real and imag~naryp arts and the phase shall be supported Annular, blob, lattice and sector fillers shall be available and they can be logically connected.
