Description
This notice is issued by NASA JSC WSTF is a Market Research/Request for Information (RFI). NASA is performing a feasibility study for development of stress rupture data from composite overwrapped pressure vessels. Information is requested for vessels that will represent flight materials and processes. Vessels shall be manufactured of space flight proven resin systems and flight certified carbon fibers. Liners shall be non-load bearing. It is preferred that information be given for vessels used to establish an A-basis allowable per ANSI/AIAA SO-81A and be of flight like wrap patterns. The vessel diameter shall be less than twelve inches for spheres and shall be less than six inches in diameter and twenty four inches long for cylinders. Please provide information on the resin system, fiber type (specific manufacturer?s designation with sizing system designation), fiber strength with typical strength variation, liner material, liner profile, wrap pattern/composite thickness and burst pressure. A rough order of magnitude cost and schedule for 100 vessels is desired for a NASA engineering estimate. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Responses must include the following: -name and address of firm, size of business; -average annual revenue for past 3 years and number of employees; ownership; -whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; -number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); -A list of at least 3 references identifying where relevant work was performed (preferably with the Federal Government and within the last 3 years). The list should contain a point of contact, contract number, company name, phone number, email address and a brief description of the work performed. PLEASE ENSURE THAT REFERENCE INFORMATION IS UP TO DATE AND ACCURATE. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
