Description
The National Institutes of Health (NIH) is seeking qualified and interested 8(a), HubZone, Services Disabled Veteran-Owned, Women-Owned Small Businesses firms as well as large business capable of providing the services identified in the sources sought announcement. As applicable, large and small business partnerships are encouraged. The NAIC code is 493190. The Small Business Size Standard is $23.5 million. DESCRIPTION OF THE REQUIREMENT: The contractor shall furnish all labor, inventory, management, logistics, and IT systems to fulfill facilities management maintenance work orders. Service Requests typically include a request for an average of 2 items to support one maintenance or repair action. On average 60% of the Preventative Maintenance (PM) activities result in one item. Activities will include: 1. Provide all labor, inventory, management, logistics, and IT systems to fulfill equipment and material to support NIH's facilities management function at the following locations: a. NIH Bethesda campus (149 buildings, approximately 1000 Service Requests per week & 1200 PMs a month) located at 9000 Rockville Pike, Bethesda, Maryland 20892. b. NIH (NIEHS) North Carolina Research Triangle Park Campus (10 buildings, approximately 170 Service Requests per week and 200 PMs per month) located at 15 T.W. Alexander Drive Research Triangle Park, NC 27709-3547 c. NIH (NIAID) Montana Rocky Mountain Laboratory (43 building, approximately 110 Service Requests per week) located at 903 South 4th Street Hamilton, MT 59840 d. NIH Poolesville Center, Poolesville, MD (51 buildings buildings, approximately 200 Service Requests and 100 PM s per week) e. NIH Bay view Campus, Baltimore, MD (4 buildings, approximately 10 Service Requests per week) 2. Obtain at least 3 competing bids for special order items over $3000. Secure NIH contracting officer approval before fulfilling these special orders. 3. Host a web-based Point of Order system for NIH facilities staff to order materials and supplies. Allow users to enter work order numbers from the NIH Computerized Maintenance Management System (CMMS). Both Service Requests and PMs are tracked by work orders in the NIH CMMS. Provide reports of materials and supplies ordered through the system on a monthly basis. Integrate CMMS and Point of Order system to support adding material costs to work orders based on item purchases 4. Manage drop shipments (shipments directly to NIH work/building location) that represent approximately 50% of total order volume at the Bethesda campus and 100% of the order volume at the other campus locations. 5. Manage reverse logistics (returns) for all issued and drop-shipped stock. 6. Operate the MAST warehouse on the Bethesda Campus. Establish and maintain appropriate levels of Vendor Managed Inventory to support NIH service level requirements with minimal backorders. a. MAST inventory includes approximately 2000 part numbers b. NIH will provide for use of a 14,190 sq-ft warehouse on the Bethesda campus. This facility will serve walk-in clients at the Bethesda campus. . Warehouse facilities are not required (and will not be provided) for the other NIH Campus locations. 7. Provide technical support services to assist RPMO customers to identify and procure products they need. Tasks will include: a. Assessing facility-related material and equipment failures (if requested) b. Identifying products and materials required to address the failure c. Identifying sources for replacing material and equipment d. Developing solicitations for special order items Government will furnish 1. A 14,190 sq-ft warehouse facility on the NIH Bethesda campus (existing shelving, pallets, hand carts, shop carts, pallet trucks, barrel lift, step ladders, and racking ). 2. CMMS and interface specifications Contractor will be expected to provide: 1. Point-of-Order/Sale (POS) system, including maintenance and integration with the CMMS 2. All material handling equipment. 3. Bethesda campus delivery vehicle. All stock, supplies, and equipment necessary to fulfill project scope. Interested Firms shall submit the following information in their Capability Statements not to exceed five pages, 8-1/2 x 11inches, one-sided documents: 1 Company name and address 2 Type of Business 3 Name email and phone information for the company?s point of contact having authority and knowledge to discuss responses with Government representatives. 4 Large business: Describe how company supports subcontracting opportunities for Socio-economic disadvantaged small businesses 5 Information on any GSA schedule contract or Government-wide Acquisition Contract (GWAC) that includes your firm and covers activities like those described in this RFI.
