Description
The U.S. Army Corps of Engineers ((USACE) in relationship with its partner agency, The Nature Conservancy, is working to restore Camp Creek to its natural habitat. Camp Creek is located in Wallowa County, Oregon, a remote area near Enterprise, Orego n. The land that Camp Creek flows through is owned by The Nature Conservancy on the Zumwalt Prairie. The area is approximately 33,000 acres. Camp Creek is home to aquatic and terrestrial species listed under the Federal Endangered Species Act. The work includes but is not limited to removing berms along Camp Creek; placement of rootwads and boulders for fish habitat; and relocation of existing vegetation to new stream channels. The work sites are along an approximate 5 mile reach of Camp Creek. Over 15 ponds will be worked on to restore the stream to its fully functioning biological potential. Replacement of a culvert is required along with other stream restoration work. The estimated range of the work is between $250,000 and $500,000. A pre-solicitation site visit is scheduled for October 16 at 9:00 AM. It is expected that this meeting will take ? of the day. Interested contractors are encouraged to meet at The Nature Conservancy office (which is a residential house) in Enterprise, Or egon. This is located at 906 South River Street (turn south from Highway 82, onto Hurricane Creek road; proceed six blocks to house opposite Grain Growers). From there interested vendors will drive to the site, which is approximately 25 miles NE of Enter prise (on gravel roads). Preliminary drawings and specifications will be made available at the site visit. Plan on bringing a lunch and water as this is a remote site. Performance time is 120 calendar days. This requirement is being set-aside for certified HUBZone Small Business Concerns. The applicable NAICS Code is 238990. USACE is submitting this sources sought announcement to determine industry interest in the project and to solicit comments regarding the proposed preliminary design and acquisition process. Interested HUBZone small business concerns should indicate their interest to the Contracting Officer as soon as possible, but no later than 15 calendar days from the posted date of this notice. As a minimum, the following information is required: (a) a co py of the certificate issued by the SBA of your qualifications as a HUB Zone concern; (b) a positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers; and (d) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. All information m ust be submitted in sufficient detail for a decision to be made on availability of interested HUB Zone concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUB Zone concern. A draft solicitation will be issued and posted to FedTeds after the site visit. Industry comments on the content of the draft solicitation will be sought. After receipt of industry comments, the Government will issue a formal solicitation. No proposals are being requested or accepted with this synopsis.
