- Description
- The United States Postal Service (USPS) is conducting market research to identify companies with an interest and capability to perform vehicle testing services. The United States Postal Service (USPS) is seeking the services of an independent, professional testing agency capable of performing (1) durability and (2) vehicle crash testing. Testing would be performed to ascertain and compare the life cycle durability of two devices from independent sources being considered for use in USPS Mail Delivery Vehicles. The devices are Mail Stowage and Retrieval Systems installed to enhance mail management and delivery methods in the delivery vehicle. Two competing system prototypes would be subjected to durability testing and the results would help the USPS in selecting the superior system. The selected system would proceed to crash testing to ensure that the vehicle operator is not exposed to any safety risks in a head-on crash due to system design or installation method. The test supplier should be capable of developing and performing a durability test that would simulate ten years of field usage (forty miles per day at six days per week, fifty-two weeks per year). Test supplier should be capable of performing vibration, bounce, torsional twist and Arizona dust and salt spray testing. Test supplier should be capable of performing accelerated testing with a duration not to exceed three months. Test supplier should be capable of testing in both ambient and extreme temperature conditions ranging from -20 through 120 degrees Fahrenheit in a controlled environment. Test supplier should be capable of performing system component cycle testing. At the conclusion of the durability test, supplier should provide a test report for each system tested. The test supplier should be capable of performing a 30 mile per hour frontal barrier crash test of a delivery vehicle equipped with a stowage system loaded with 738 pounds of mail. Crash testing should conform to the Fixed Barrier Collision standard CBP-ST-14 dated March 3, 1998. The goal is to determine if the system remains secured to the cargo area and no parts of the system become loose and capable of injuring the driver or damaging the mail. At the conclusion of the crash test, supplier should provide a report of the test that includes photographs and high speed video from multiple camera positions including the vehicle interior. Report should also include vehicle condition and crash data. The objective of this notice is to identify potential sources interested and capable of performing the required vehicle testing services.
