- Description
- NOTICE OF INTENT: Pursuant to FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", the U.S. Office of Personnel Management (OPM), Federal Investigative Services Division (FISD) intends to renew a sole source agreement to obtain education record information throughout the nation with National Student Clearinghouse (NSC). When OPM field agents are unable to obtain education record information at the actual college/university, they are referred to the NSC to obtain the records. NSC is the nation's consolidated source for student degree, diploma, and enrollment verification. They maintain an electronic registry containing more than 75 million student records; more than 2,800 colleges enrolling 91% of U.S. college students currently partner with NSC. OPM deems it appropriate to award a fixed-price agreement on other than a full and open competitive basis to NSC. NSC is the available responsible source and no other source will satisfy the needs of the Agency. The North American Standard Industrial Classification System (NAICS) Code for action is 611710 - Educational Support Services. THIS IS NOT A SOLICITATION FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHERMORE, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. This is not a solicitation for offers, but rather a notice of OPM's intent to negotiate a sole source award to NSC. This notice is for information only, and may represent the only official notice.
