Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through the November 2006 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-16. This acquisition is a small business set-aside and the NAICS code is 541513. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The National Institute on Deafness and Other Communication Disorders is in need of web site development services to further its mission. Currently, the National Institutes of Health is conducting a market survey to determine the availability and capability of interested businesses to provide administrative services. The contractor shall be responsible for the development, maintenance and enhancement of the NIDCD public web site, the NIDCD intranet web site and the NIH Stem Cell Information web site. 2. The contractor shall be responsible for support of the NIDCD program web sites including the Division of Scientific Programs Conference web page and the National Deafness and Other Communication Disorders Advisory Council web site. 3. The contractor shall oversee content planning, coordination, and development for the NIDCD web site. 4. The contractor shall organize and present the content in effective and aesthetically pleasing ways. 5. The contractor shall work with clearinghouse and Web/IT contractors to ensure that site content is accurate and up t-to-date, meets user needs, and follows Web best practices. 6. The contractor shall provide substantive editing services for Web content written by others. 7. The contractor shall ensure that site architecture and navigation is updated to meet changing user goals and needs. 8. The contractor shall work with Web contractors to implement a promotion plan aimed at gaining new users and encouraging current users to visit the site more frequently and make recommendations to NIDCD for changes to the site in response to these patterns and trends. The contractor shall implement the proposed changes that are approved by the NIH Project Officer. 9. The contractor shall coordinate with contractors to plan and carry out usability testing. 10. The contractor shall provide reports at the beginning of each month summarizing key activities that were completed or in progress during the preceding month, using existing NIDCD reporting and tracking systems for these reports. 11. The contractor shall have extensive experience in Web site design, organization, and management. 12. The contractor shall have knowledge of writing for the Web and of biomedical science fields and terminology. 13. The government will provide on-site office space and equipment at NIDCD offices and additional support activities may be performed at the offices of the contractor as deemed appropriate by the NIH Project Officer. 14. The period of performance shall be as soon as practicable after award of the contract for a period of one year. Concerns that respond to this synopsis shall furnish concise responses directed specifically to the requirements mentioned above and are invited to submit proposal and capability statements in an Original Plus Two (2) no later than May 30, 2007. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order. Evaluation criteria: The offeror shall describe why they provide the best value to the government. Experience ? Demonstrated successful experience in writing for the web and of biomedical science fields and terminology ? Demonstrated extensive experience in web site content management, design, and organization ? Demonstrated successful experience in coordinating web tasks with communication specialists, web/IT contractors, and federal staff Technical/Management Approach ? Demonstrated full understanding of the goals, expectations, and technical/managerial aspects of this contract Cost/Price ?
