Description
1. Position Title: Monitoring and Evaluation Specialist. 2. Market Value: GS-13 Equivalent ($66,951- 87,039). Final compensation will be based upon the candidate past salary history and work experience. 3. Place of Performance: USAID/Uganda, Kampala. 4. Period of Performance: An initial two year contract with an option to extend for an additional year depending on USAID?s continued need for service, demonstrated performance and availability of funding. 5. The Monitoring and Evaluation Specialist shall provide high quality monitoring and evaluation expertise and technical advice to inform and guide USAID?s Investing in People and USG actions related to planning, performance, impact and policy. The incumbent is expected to proactively interact and coordinate with members of the USG PEPFAR and PMI teams, other USG Agencies, Government of Uganda, National M&E coordinating bodies, development partners and USAID/USG Implementing Partners. The incumbent must have demonstrated technical skills in monitoring and evaluation, the ability to work collaboratively within teams and the ability to work proactively and independently. Ability to juggle multiple concurrent demands in a fast paced and ever changing multi-agency and multi-cultural environment are key elements to succeed in this position. Education: Masters level degree in Public Health, Public Policy, Epidemiology, Demography, Social or Behavior Science or related field required. Post graduate training in monitoring and evaluation highly preferred. 6. Experience and knowledge: Minimum seven years work experience implementing public health or other social sector programs, of which at least four years should be in a developing country, preferably in sub-Saharan Africa, and two years directly related to monitoring and evaluation of HIV/AIDS and/or health programs required. Sound knowledge of monitoring and evaluation methodology including frameworks, data quality assurance, analysis reporting and best practices in data dissemination and data use required. Sound knowledge of data management processes and tools including, web-based database systems required. Sound knowledge and experience in information management systems preferred. Experience managing data, information and evaluations on large scale health, education and or HIV/AIDS activities required. Strong managerial skills with the ability to plan, organize, coordinate and implement work inputs from several sources and partners, and manage the simultaneous delivery of multiple outputs required. Experience working with PEPFAR preferred. 7. Skills and Abilities: Demonstrated effective performance as a team member to achieve measurable and qualitative goals. Ability to work independently with little supervision. Demonstrated ability to develop positive working relationships with donors, other partners and host country officials in a cross-cultural environment. Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organizations and with external partners in a complex international and multi-cultural environment. Demonstrated ability to analyze data and make presentations to an audience; either written or oral in a clear and concise manner. Excellent written and spoken English. Strong computer and writing skills with proven ability to produce concise well written reports and high quality presentations in word, Excel, and Power Point with graphics, and other data base programs/software. Introduction: USAID/ Uganda seeks a Monitoring and Evaluation Specialist to oversee the monitoring and evaluation activities of all of USAID?s Investing in People programs in HIV/AIDS, health and education. Monitoring and evaluation oversight includes project performance monitoring, program level data gathering/validation, trend monitoring and reporting, public health evaluations, special studies, health and education management information systems, national surveillance systems, population based surveys, education tracking studies and evaluations. The specialist will be an integral member of USAID?s Investing in People Team providing leadership and technical guidance to the team to effectively monitor and evaluate program progress and results. The position requires a positive and proactive attitude to team work. The Specialist is expected to complete assigned duties with little direct supervision. While the incumbent reports directly to the Investing in People Team Leader, he or she is expected to work closely and collaboratively with the HIV/AIDS, Health and Education sub teams and other team members. The Monitoring and Evaluation Specialist shall: 1. Provide leadership and technical guidance in M&E to all USAID supported programs in HIV/AIDS, Health including malaria, and Education. 2. Advise technical program managers on indicator selection, target setting, monitoring and data quality assessment and validation. 3. Coordinate the results component of USAID/USG operational plans and repots in coordination with technical program managers and the PEPFAR and USAID M&E Implementing Partners, MEEPP and MEMS. 4. Become familiar with the various operational plan database systems; guide the data entry process. 5. Contribute to the development of all USAID reports and other documents as requested. 6. Respond to both internal and external ad hoc requests for information; provide data for briefing documents, sites visits and other documents. 7. Coordinate and consolidate documentation for annual portfolio review and annual reports. 8. Coordinate the development and implementation of USAID supported surveys and studies such as the Uganda Demographic and Health Survey, the Service Provision Assessment, the HIV/AIDS sero-survey, public health evaluations, operations research, Education Data surveys, education tracking studies and evaluations, etc. 9. Represent USAID on the PEPFAR and Ministry of Health Strategic Information Working Groups. 10. Provide project management and oversight to selected USAID monitoring and evaluation Implementing Partners including the USAID managed PEPFAR M&E Implementing Partner, MEEPP. 11. Coordinate monitoring and evaluation of non PEPFAR activities with USAID?s Implementing Partner responsible for monitoring, evaluation and reporting of all non-PEPFAR programs. 12. Track progress against targets, analyze data sets and make recommendations for enhanced program planning, coordination and management of HIV/AIDS, health and education programs. 13. Communicate outcomes and recommendations to internal and external partners; prepare and present monitoring and evaluation data to a wide variety of audiences. 14. Participate actively in Government of Uganda national M&E committees and working groups; facilitate coordination with host country counterparts and agencies. 15. Represent USAID/Uganda in technical and coordination meetings with the GOU, other donors and non-government and private sector organizations on issues related to monitoring and evaluations of HIV/AIDS, health and education programs. 16. Collaborate closely with key development partners to promote coordination and progress toward the adaptation of ?one Monitoring and Evaluation Framework? for the national HIV/AIDS response. 17. Perform other duties as required in support of USAID?s Investing in People and USG programs.
