- Pacific Southwest Research station has a requirement for a Civil Rights Program Manager for the period mid-October 2007 through 30 September 2008. Civil Rights consulting services will involve travel to all PSW site locations ( Albany, CA., Arcata, CA., Davis, CA., Fresno, CA., Placerville, CA., Redding, CA., Riverside, CA., and Hilo, HI). Bidders should incorporate all expenses (including travel) into a standard per day rate that can be applied regardless of actual destination ( Training for Hilo HI will be set up as a separate line item due to distance involved). Line items are as follows: Line Item 0001 - 3-day (one day training, one day before and after for travel) field trip to conduct employee training at each PSW CONUS (continental US) site (Albany, Arcata, Davis Fresno, Placerville, Redding, Riverside) 7 EA Line Item 0002 - 3-day ( one day training, one day before and after for travel) field trip to conduct employee training at Hilo, HI. 1 EA Line Item 0003 - 3-day (one day on site, one day before and after for travel) visits to Albany Headquarters to provide program management 10 EA Line Item 0004 - 3-day (one day on site, one day before and after for travel) field trips to provide counsel and guidance at Civil Rights Committee meetings (sites undetermined at this time, but will be limited to California location) 2 EA Line Item 0005 - Virtual hours working from home or off-site location, including conference calls, telephone discussions with employees and management; providing information for various reports, and monitoring office e-mail inbox. 50 HRS POC: Point of contact for this solicitation is Joseph J. Selection Criteria: Knowledge, Skills, and Abilities as demonstrated by prior employment in the field of civil rights, disability rights, or equal employment opportunity in the Federal sector. Knowledge of relevant laws, rules and regulations pertaining to Civil Rights, preferably US Department of Agriculture. Knowledge of public administration principles and practices, and employee complaint process at the federal level. Working knowledge of Human Resource management principles and practices, skill in conflict resolution and knowledge of federal dispute resolution processes. Ability to formulate, recommend, and administer related Station-wide policies based on USDA and Forest Service regulations and policy. Ability to effectively communicate orally and in writing, and to give presentations and/or training to diverse groups. Ability to analyze and address complex civil rights issues and effectively represent the Station's interests. Experience: Ten years related managerial and leadership experience which included overseeing the development, implementation, and administration of directly related programs to promote civil rights, disability rights, and equal employment opportunity within the federal sector. Education: Must have a degree from an accredited college or university in either business, public administration, one of the social sciences, or an area related to the duties of this position. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills, and abilities necessary to perform the duties of this position will also be considered. Weighted Factors: Interested parties are requested to have a resume on hand documenting qualifications. Resumes will be requested for review prior to award, and failure to provide requested documentation will render a quote non-responsive. In regards to weighted factors, Knowledge, Skills, and Abilities ( as demonstrated by prior employment at the federal level) carry more weight followed by Education and price. Clauses: This solicitation and subsequent award is issued ubder the provisions of FAR Subpart 13 - "Simplified Acquisition Procedures" and incorporates all applicable clauses.
