- Description
- The USDA Forest Service, National Forests in Florida has a requirement for cadastral survey services within the State of Florida for the Florida National Scenic Trails Acquisition Program and the National Forests in FL boundary line program. The Forest Service intends to award one or more Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to highly qualified firms. Proposed contracts will be for a base year and four option years. Needed services include preliminary boundary surveys, complete boundary surveys, location of real property, legal descriptions eastments, right-of-way, evidence of ingress and egress, locations of improvements and encroachments, locating monuments, marking and posting boundary lines and/or refurbish existing boundary lines, boundary conflict investigation, and final record and plat preparation (SEE ATTACHED DESCRIPTION OF WORK AND SAMPLE SCHEDULE OF ITEMS). The Governments estimated price range over the entire five year period for all contracts awarded is $250,000 to $500,000. EVALUATION: The following evaluation criteria will be used in selecting the most highly qualified firm(s) for award: (1) Professional qualifications necessary for satisfactory performance of the required services; (2) Specialized experience and technical competence necessary for the satisfactory performance of cadastral survey work; (3) Capacity to accomplish the work in the required time (offerors will include information on current and future workload); (4) Past performance on contracts with the Federal Government, other government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) Location in the general geographical area of the project(s) and knowledge of the locality of the project(s), provided that the application of this criteria leaves an appropriate number of qualified firms, given the nature and size of the project(s). NOTE: Prospective offerors shall indicate the counties where they have the capability and capacity to perform the required cadastral survey work. LOCATION: Cadastral survey services will be for tracts of land the FL National Scenic Trail may intersect in the following Florida counties: Escambia, Santa Rosa, Okaloosa, Walton, Washington, Bay, Calhoun, Liberty, Franklin, Wakulla, Jefferson, Taylor, Madison, Hamilton, Suwannee, Columbia, Baker, Union, Bradford, Clay, Putnam, Volusia, Marion, Seminole, Brevard, Lake, Orange, Osceola, Citrus, Sumpter, Hernando, Pasco, Polk, Highlands, Okeechobee, St. Lucie, Martin, Glades, Hendry, Palm Beach, Collier and Monroe. Services for the NF's in FL boundary program are for the Ocala National Forest (Marion, Lake and Putnam Counties), Osceola National Forest (Baker and Columbia Counties; and Apalachicola National Forest (Leon, Wakulla, LIberty and Franklin Counties). Qualified A&E firms that meet the requirements described in this announcement may submit completed Standard Form 330 (Parts I and II) to the office referenced herein by 4 PM local time, October 30, 2007.
