Description
This is a notice of intent by the Department of Transportation (DOT)/Federal Motor Carrier Safety Administration (FMCSA) to award a sole source contract for commercial items to Qualcomm Inc, located at 5775 Morehouse Drive, Suite T-770-G, San Diego, California 92121. This award is being conducted under GSA Schedule Contract #GS-35F-0783R and under Federal Acquisition Regulation (FAR) Part 6.302-1, for Other Than Full and Open Competition and FAR Parts 8 & 12. This is a NOTICE OF INTENT TO AWARD A CONTRACT BASED ON ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS. No contract will be awarded on the basis of offers received in response to this notice. This announcement constitutes the only solicitation; no proposals are being requested and a written solicitation will not be issued. The NAICS code is: 334220. The period of performance will be for one (1) year with one option year of twelve (12) months. The requirement is to provide both the United States (U.S.) and Mexico, a near real-time tracking and data analysis of vehicles entering the U.S and exiting the U.S. in association with the Cross Border Trucking Demonstration Project between the U.S. and Mexico. The contractor will provide satellite terminals for the tracking of commercial trucks in near real-time and web-based programs while traveling to and from various destinations throughout the continental U.S. and Mexico. The equipment will possess the capability to display the location and disposition (speed information, trip details, date/time and mileage) of the vehicles in a Geospatial Information System (GIS) format and provide situation specific information to a remote information/data analysis operations center via the internet. All equipment must be the same equipment currently in use at Federal Law Enforcement Agencies. All collected data will become the sole property of DOT/FMCSA and may be used in reports and other communications with Mexican officials as well as other federal entities. The vendor is uniquely qualified to perform this work based on their ability to satisfy DOT/FMCSA requirements, including but not limited to, mobile installation of equipment within a short time frame. Telephone inquiries will not be accepted. Responses to this notice shall be received no later than 3:30 PM Eastern Standard Time (EST), Friday, October 12, 2007. The anticipated cost of this acquisition is determined to be fair and reasonable by comparison to prices proposed in other purchases of this nature. See Note 22.
