Description
Request for Information  Airborne Active Protection System Technology. Pursuant to FAR 15.201, this notice is being issued as a Research and Development Information Sought. The US Army Aviation and Missile Research, Development, and Engineering Center (AMRDEC) is soliciting information on technology that could aide in the dev elopment of Active Protection Systems (APS) for rotary wing or large fixed wing aircraft. Currently, the AMRDEC is analyzing possible ways to protect aircraft from Man Portable Air Defense Systems (MANPADS), Rocket Propelled Grenades (RPGs), and rockets, among other threats, using destructive means. Studies have been conducted to determine thr eat envelopes and engagement timelines to safely defeat incoming threats and to assess the suitability of existing ground based active protection system components for transition to airborne application. Significant issues remain with the suitability of e xisting approaches for integration and application on airborne platforms. Information is being requested on technologies to support the development of an APS for rotary wing and large fixed wing aircraft. Information is requested on complete systems and/or key components of an APS. The intent of this solicitation is to request technologies to counter the effectiveness of an incoming threat. It is not the intent of this solicitation to request technologies for the defeat of threats through decoying or jamming. Proposed systems or components should address tasks, including but n ot limited to, the detection, tracking, location, fire control, deployment and assessment of an airborne APS. Those systems and/or components should be capable of addressing unguided as well as guided threats. Technologies will be assessed based on, but not limited to, the following criteria: 1. Suitability to the airborne environment 2. Compatibility with existing countermeasure systems 3. Reuse of existing countermeasure system components 4. Compatibility with normal flight operations 5. System or component size, weight and power 6. System or component cost 7. Ease of integration on aircraft 8. Protection system coverage area 9. Engagement range 10. Engagement timeline 11. Lethal mechanism performance and effectiveness 12. Detection and tracking sensor performance 13. Potential for platform damage by residual debris 14. Traceability to previous tests or demonstrations 15. System or component concept of operation Interested and capable sources are asked to submit a white paper using standard font such as Times New Roman or Arial, size 10 or 12, with one inch margins, and format in Microsoft Word, PowerPoint, or Adobe Acrobat PDF format containing a description of a ppropriate technologies that they possess, or are conducting, and how these technologies could be applied to this project. A limit of 30 pages is requested. Drawings/sketches can also be included. All submissions should include RFI Solicitation Number. RFI responses are to be received no later than 1600 hours (CST), 29 October, 2007. All information must be in writing. Responses to this request for information may NOT be submitted via facsimile or by electronic means; any so sent will be disregarded. Ho wever, electronic media may be sent in addition to the mailed hardcopies, if so desired. Telephone requests for additional information will not be honored, with the exception of technical questions or clarification that are required for submittal response. Questions or comments on demonstrated technologies for this application are invited and should be addressed to Ms. Woodham, at phone number 256-876-3149, or via e-mail address: ruth.a.woodham@us.army.mil. The AMRDEC may potentially request additional information or proposals on proposed systems or components. The AMRDEC may potentially request tests or demonstration of proposed technologies. All responses will be considered, provided they address their cap abilities in the areas set forth above. Aspects of the design that are proprietary or have usage restrictions such as licensing requirements or restrictions on modifications or operator servicing should be clearly identified. Appropriate proprietary claims will be honored and protected to preve nt improper disclosure. Responses shall be provided thirty (30) days from publication of this notice, or no later than 1600 hours (CST), 29 October, 2007. RFI responses will be accepted only from United States companies/organizations and qualifying countries considered US allies in accordance with National Disclosure Policy (NDP-1) eligibility, international agreements, and an established need-to-know. Foreign participation is not authorized during this effort and foreign contractor/government officials desiring a copy of this s olicitation must submit an official request through their Embassy, Washington, DC, to Headquarters, Department of the Army. Requests received in any other manner will not be honored. Send five (5) copies of written responses to the attention of U.S. Army Aviation and Missile Command, AMSAM-AC-RD-RB, Building 5400, Room B148, ATTN: Ms. Ruth Woodham, Redstone Arsenal, AL 35898-5254. Acknowledgement of receipt will be issued if request for return receipt is included with response. All information submitted will be treated confidentially and will not be released outside the Government. All submissions must be clearly marked with the fol lowing caption: Releasable to Government Agencies for Evaluation Purposes Only. The Government reserves the right to request further clarification or request presentations to enhance the Governments understanding of the respondents submittal. Whitepape rs that fail to comply with the above instructions, or present ideas not pertinent to subject, may not be reviewed. This is part of a technology survey to assist in the planning of possible future programs and is for information purposes only. Informal or white paper responses are encouraged. This notice does not constitute an Invitation for Bids or a Request for Proposal, and it is not a commitment by the U.S. Army to procure products or services. The GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION O R OTHERWISE PAY FOR THE INFORMATION SOLICITED. However, respondents to this Request for Information will not be excluded from consideration for separate contract services ancillary to this demonstration program or for contract participation in any potentia l follow-on hardware development activity. No award is intended as a result of this RFI. Information submitted in response to this RFI is submitted at no cost to the Government and will not be returned.
