- Modified to incorporate the full Scope of General Information (Part I thru V). PART I. GENERAL INFORMATION I.A. Introduction The National Labor Relations Board, Division of Administration, Library and Administrative Services Branch is seeking contract support to rent digital postage meters to affix postage to Agency mail. I.B. Background The National Labor Relations Board (NLRB) is an independent Federal agency created by Congress in 1935 to administer the National Labor Relations Act, the primary law governing relations between unions and employers in the private sector. The statute guarantees the right of employees to organize and to bargain collectively with their employers or to refrain from all such activity. The NLRB has two principal functions: (1) to determine, through secret ballot elections, the free democratic choice by employees whether they wish to be represented by a union in dealing with their employers and, if so, by which union; and (2) to prevent and remedy unlawful acts, called unfair labor practices, by either employers or unions. The Agency processes only those charges of unfair labor practices and petitions for employee elections that are filed with the NLRB in one of its 51 Regional, Subregional, and Resident Offices. I.C. Objectives The objective of this request is to rent digital postage meters to affix postage to Agency mail. The meters will be located at NLRB Headquarters in Washington, DC and 52 field locations located across the nation. I.D. Scope The service provider shall provide digital postage meters to work in conjunction with the Agency-owned Pitney Bowes mailing systems to affix postage to Agency mail. The meters must fit onto the Pitney Bowes mailing systems owned by the Agency to include Models DM 200, DM 500 and DM 800. All meters must interface with analog telephone lines to add postage. PART II. DEFINITIONS N/A PART III. GOVERNMENT FURNISHED The Government shall furnish the mailing systems to work in conjunction with the digital meters. PART IV. CONTRACTOR FURNISHED Contractor shall provide 54 digital postage meters. PART V. SPECIFIC REQUIREMENTS The NLRB owns Pitney Bowes digital mailing systems to process its mail. The equipment is located as follows: DM800 2 systems both located in Washington, DC DM500 1 each in Philadelphia, PA; Chicago, IL; San Francisco, CA: St. Louis, MO; Overland Park, KS; Boston, MA; Minneapolis, MN; Baltimore, MD; Pittsburgh, PA; Buffalo, NY; Cleveland, OH; Cincinnati, OH; Detroit, MI; Newark, NJ; Atlanta, GA; Hartford, CT; Denver, CO; Indianapolis, IN; Milwaukee, WI; New Orleans, LA; Memphis, TN; Fort Worth, TX; Oakland, CA; Winston-Salem, NC; Phoenix, AZ; Tampa, FL; Brooklyn, NY; San Juan, PR DM 500 2 located in Los Angeles, CA DM 200 1 each in New York, NY; San Francisco, CA; Anchorage, AK; Atlanta, GA; Jacksonville, FL; Des Moines, IA; Tulsa, OK; Birmingham, AL; Houston, TX; Albany, NY; San Antonio, TX; Nashville, TN; Las Vegas, NV; Peoria, IL; Portland, OR; Miami, FL; Grand Rapids, MI; Little Rock, AR; Honolulu, HI; San Diego, CA; Albuquerque, NM; and El Paso, TX The purpose of this request is to rent 54 digital postage meters to work in conjunction with the mailing systems identified above to process Agency mail.
