- NOTICE OF INTENT: Pursuant to FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The U.S. Office of Personnel Management (OPM), Federal Investigative Services Division (FISD) intends to renew a sole source agreement to obtain employment record information with TALX Corporation (The-Work-Number). TALX Corporation provides OPM with employment record information on-line via the internet for subjects of investigations in support of the Personnel Security Investigative (PSI) mission and is also used by tens of thousands of businesses everyday to verify employment status. The-Work-Number is a database-drive service providing automated (and therefore tamper-resistant) employment verifications for people who work or have previously worked for any of the 1,000 large employers on The-Work-Number database. The data provided is accurate because it comes directly from the employer's payroll systems. The-Work-Number speeds up the process and lightens administrative support required, thereby lowering costs. It also lowers the employers' risks of responding with subjective or inaccurate data. TALX Corporation contracts with various employers nationwide to provide this service to those seeking employment record information. It allows employees to provide proof of their employment or income anytime of the day, every day of the year. For employees, The-Work-Number offers security, convenience, and self-service. For employers, The-Work-Number offers increased efficiency and the elimination of cumbersome paperwork. For lenders and other verifiers, The-Work-Number offers speed and accuracy. Experience has proven time and again that when the OPM (Government and Contractor) Field Agents are unable to obtain employment history information at the actual employment location, they are ultimately referred to the TALX Corporation to obtain these records. The information provided by TALX Corporation has been verified and approved for use by the appropriate approval authority within OPM for use in its investigative products. OPM deems it appropriate to award a fixed-price agreement on other than a full and open competitive basis to TALX Corporation. TALX Corporation is the available responsible source and no other source will satisfy the needs of the Agency. THIS IS NOT A SOLICITATION FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHERMORE, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. This is not a solicitation for offers, but rather a notice of OPM's intent to negotiate a sole source award to TALX Corporation.
