- THIS IS THE FORMAL PRESOLICITATION NOTICE IN ACCORDANCE WITH FAR 5.204. The Air Force Center for Engineering and the Environment (AFCEE) Contracting (AFCEE/ACH), Brooks City-Base, Texas is preparing to release a Request for Proposal (RFP) for the Post Closing Management requirement. This is a major source selection for Advisory & Assistance Services (A&AS) in support of the AFCEE and its customers on DoD (primarily Air Force) installations, as well as any other sites for which the AFCEE customers have responsibility. The resulting contract will provide A&AS for long-term post closing management in support of the Air Force?s privatization programs. This includes oversight, monitoring, and management of privatized real estate assets such as housing, enhanced use leasing and other privatization endeavors throughout the United States. Some of the responsibilities include, but are not limited to, oversight and monitoring, analysis, reporting, document management, and education and training. The Contractor may be required to provide program support services for other tasks in support of the process by which the Government plans and implements the portfolio management of other privatized endeavors. Formal source selection procedures will be followed as prescribed in FAR Part 15 and FAR supplements thereto. The contract is contemplated to be an Indefinite Delivery/Indefinite Quantity (IDIQ) with a firm-fixed-price ordering arrangement. The Government anticipates awarding one (1) full and open contract with a program ceiling of $73 million, an ordering period of sixty months, and an additional twelve months for task order completion. The North American Industry Classification System (NAICS) Code for this acquisition is 541611. We anticipate releasing the Final RFP on or about 10 September 2007. The Final RFP will be issued via the FedBizOpps and posted on the AFCEE PCM website located at http://www.afcee.brooks.af.mil/pkv/pcm/default.asp?CID=70&folder=PCM. Offerors who determine that the technical requirements of this RFP require clarification(s) to permit submittal of a responsive proposal shall submit all questions in writing within 10 days of publication of the RFP. All proposals must be received by the due date and time specified in the RFP. The due date will be no less than 45 calendar days after the release of the RFP. It is the contractor?s responsibility to check the RFP for the actual issuance date, proposal due date/time, and delivery address. Inquiries may be directed to afcee.PCM@brooks.af.mil.
