Description
To provide city and Government Facility bus service to replace the previous bus service provided to the Government, Business, and Residential communities of Los Alamos and White Rock, New Mexico. The following information will be required in response to the request for Proposal: > Provide equipment (multi-passenger bus type vehicles) meeting all Department of Transportation (DOT) and State of New Mexico safety requirements. > Provide DOT, State of New Mexico, and Los Alamos National Laboratory compliant drivers. All drivers are subject to random drug testing conducted by the Los Alamos National Laboratory. > Provide schedule and frequency to meet requirements of the Los Alamos National Laboratory. > Provide an approved Los Alamos National Laboratory, Environmental, Safety, and Health (ES&H) approved "Safety Plan" in accordance with Los Alamos National Laboratory ES&H requirements. The "Plan" shall comply with requirements detailed in 10 CFR 851, Workers Safety and Health Program. > Service to operate Monday through Friday except as listed for the following holidays: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Thanksgiving Day + 1, Christmas Day + 1, and Laboratory Shutdown (4 days). Additionally, the Respondent will be required to meet the following minimum requirements in the Request for Proposal (RFP): experience, safety, and financial responsibility. > Experience - furnish examples (management or direct ownership) of similar type bus service operation that Respondent has furnished or is currently participating in over the last five (5) years with a contract value of not less that $400,000 each. > Safety - Experience Modification Rate: maximum allowable Average of 1.0 or less; Total recordable Injury/Illness Case Rate: maximum allowable average of 3.2 or less; and Lost Workday Case Rate: maximum allowable average of 1.4 or less. > Financial - provide evidence of financial stability including audited balance sheets (or annual reports with similar data) for the past three years. The project magnitude is estimated to be approximately $400,000 for the first 12 months of operation. Rolling stock must be of sufficient to adequately meet the needs of the required service defined by route and frequency. The route and frequency descriptions will be detailed in the RFP. The minimum number of vehicles is estimated to be seven (7) multi-passenger vehicles. The subcontract will be issued for an initial 12 month period with a potential for four option years.
