Description
This is a notice of intended procurement of commercial items prepared in accordance with the format in FAR subpart 12-6 streamlined procedures. The anticipated award will be a Firm Fixed Price Contract; the award will be made on a Sole Source basis to ABB/Designed Power Associates, 1336 Wyoming, NE, Ste. B, Albuquerque, NM, 87112. The primary North American Industry Classification System (NAICS) code is 237130. The SB size standard for this code is $31.0 million. Any information received will be maintained for future Market Research requirements. PROJECT DESCRIPTION: CLIN 0001: Repair Holloman North Substation in compliance with the Statement of Work below. STATEMENT OF WORK Repair ABB 121PM40-20 Breaker North Substation Holloman AFB NM 24 September 2007 General Requirements 1. The Contractor shall furnish the labor and transportation necessary to accomplish the repair work. 2. The contractor will coordinate onsite work with the 49 CE Electric Shop. 3. The work area shall be kept reasonably clean at all times, with all debris being removed at the end of each workday. The 49 CE Electric Shop shall perform a complete cleanup of the work area at the end of the contract. 4. Contractor equipment, owned or leased, shall comply with all OSHA standards. 5. Contractor shall be responsible for any accidents caused by unsafe practice or violations of OSHA standards. 6. All debris and removed equipment will be disposed of appropriately by 49 CES according to local, state, and federal laws. Specific Requirements 1. Required replacement parts for the ABB 121PM40-20, SN 100881-01, breaker have been identified by the ABB Company field service engineer. Those parts will be supplied by the Contractor as part of this contract. The parts identified by ABB Company are: 1 INTERRUPTER ASSY 145PM 40KA 3000A WITH SHIP CTR, ASSEMBLY-ABB 2 MALMQUIST VALVE, 962A907-02 3 SINGLE POLE ASSY 145PM 40/63 6 CT WITH SHIPPING CTR, ASSEMBLY-ABB 4 RUPTURE DISC ASSY, 145PM, 366C101-01 5 SEAL & DESIC KIT 121-169PM PRIOR 10/96, KA000069-02 6 BREAKER WINDOW KIT, KA000247-01 7 THERMOMETER, 458A082-02 2. Holloman AFB personnel will have the breaker electrically isolated and grounded before work begins. 3. Phase A: the Contractor shall replace the existing interrupter assembly with an ABB Company part. The internal areas of the pole shall be cleaned of SF6 gas byproducts before reassembly. 4. Phase B: the Contractor shall replace the existing single pole assembly with an ABB Company assembly. 5. Phase C: the Contractor shall replace the existing interrupter assembly with an ABB Company part. The internal areas of the pole shall be cleaned of SF6 gas byproducts before reassembly. 6. The Contractor shall replace gaskets, seals, valves, and other parts required for the repair. A replacement sight window and related thermometer shall be installed by the Contractor on the breaker cabinet, as recommended by the ABB field service engineer. 7. When the breaker unit has been repaired, another contractor will provide and install new SF6 gas into the unit. 8. The Contractor shall provide commissioning tests on the breaker unit to prove the unit is capable of normal operation. A report of these tests shall be provided to Holloman AFB. 9. The Contractor shall turn over original parts removed from the breaker to Holloman AFB. 10. Holloman AFB will provide a lift-truck and operator for assisting the Contractor when removing breaker parts. 11. Holloman AFB will provide two technicians to assist the Contractor with his repair. 12. Holloman AFB will provide cleaning material and a vacuum cleaner as required by the Contractor. Holloman AFB will dispose the used cleaning material and debris. 13. Holloman AFB will provide its personnel safety gear for the work. The Contractor shall provide safety gear for his personnel. 14. The Contractor shall contact the POC, Sam Lueras, 505-572-3781, and prior to the start of work. END STATEMENT OF WORK
