Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: PN: RTC-1, 1 each; A Real-Time capture and playback system compatible with the Tektronix Real-Time Spectrum Analyzer (RSA) 6114A that is capable of recording the full I&Q output data stream at a minimum of 40MHz bandwith and recording this information to persistent storage for later playback. Waveform editing software for the Windo ws operating system must also be provided to allow the post-processing of the recorded data. In addition, it is required that the delivered system provide continuous Real-Time playback generation of the I&Q data stream that can be routed into a vector sig nal generator for broad spectrum reconstruction of the waveforms. This system must include a minimum of 1 terabyte of removable storage capacity for a minimum of 60 minutes continuous recording time at 40MHz with the capability to download/offload from th e storage pack to conventional netoworked storage systems. This system should also include rugged shipping container(s) to safely transport the system to the field. FOB DESTINATION: Fort Huachuca, Arizona. Payment will be made by Government credit card under Net 30 Terms. Offers are due no later than 12 noon, Mountain Standard Time, Thursday, 4 October 2007. EVALUATION CRITERIA/PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The NAICS code is 334290. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-pri ce. All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a completed copy of FAR provision 52.212-3,Offeror Representations and Certifications Commercial Items, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer.
