Description
U.S. Army Research, Development and Engineering Command intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to ELCAN Optical Technologies, 1601 North Plano Road, Richardson, Texas 75081-1913 for the procurement of one (1) prototype Thermal Identification Friend/Foe (TIFF) Far Infared Pulse Source. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action base d upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Inter ested parties may identify their capabilities by responding to this requirement, no later than 3:00 pm EST, 3 October 2007. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost o r obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via or can be submitted via hard copy to: US Army RDECOMAC, AMSRD-ACC-CC (Quick), 4118 Susquehanna Avenue, Room 111, Aberdeen Proving Ground, MD 21005-3013.
