- This is a sources sought solicitation for commercial equipment prepared in accordance with FAR 12, Acquisition of Commercial Items as supplemented with additional information, included in this notice. This sources sought solicitation issued by The U .S. Army and Aviation and Missile Command, on behalf of the PEO, Combat Support & Combat Service Support; Product Director (PD), Test, Measurement & Diagnostic Equipment (TMDE); General Purpose Electronic Test Equipment (GPETE), also known as, Test Equipme nt Modernization Program (TEMOD). TEMOD is responsible for the acquisition of state-of-the-art, commercial/non-developmental general purpose test equipment. This new equipment is used to standardize the inventory and replace existing obsolete test equip ment. A Preliminary Market Research is being conducted for a new Communications Test Set program to verify if industry has or intends to have in the near future, a single instrument that is off-the-shelf and can replace the following obsolete test equipmen t: Data Communications Analyzer: TS-4281( )/G (TTC-FireBerd 6000). The replacement instrument shall provide industry standard capabilities to meet and or exceed the current instrument and include additional test and analysis of Wide Area Network (WAN) dat a traffic. Additional desired capabilities may include and are not limited to, Synchronous Optical Networking (SONET), Optical Carrier (OC), Digital Subscriber Line (DSL) and Optical Time Domain Reflectometer (OTDR) test and analysis. Instrument test/analysis capabil ities may be provided via plug-in modules. The instrument must be capable of operating in a classified environment at the SECRET level or higher. The instrument operating system platform associated with monitoring, displaying, testing, analysis and othe r capabilities used to achieve the objectives of the instrument must be up-gradable. Each unit must be, excluding transit case, one-man portable. Results of this Preliminary Market Research will be used to develop the draft specification that will lead t o a Joint Working Group meeting with industry. Detailed technical specifications will be available at a later date. No decisions have been made at this time as to the type of procurement, i.e., full and open competition versus small business set-aside, no r quantities.
