- This notice is issued by the NASA/GSFC to post a Request for Information and Propellant Tank specification and statement of work via the internet, and solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirements, as well as promote competition. NASA/GSFC is hereby soliciting information about potential sources for the Global Precipitation Measurement (GPM) Core Spacecraft Propellant Tank. The GPM Core Spacecraft Propulsion Subsystem will use a single propellant tank that will hold high purity hydrazine monopropellant. The tank will have an expulsion device, either a surface tension propellant management device or a positive expulsion device to ensure gas free propellant delivery during the mission. The propellant tank requirements are described in detail in specification GPM 422-06-01-11-002. The effort to be performed to meet the requirements of the specification are described in detail in the statement of work GPM 422-06-01-11-003. The propellant tank shall have a flight-qualified capacity of 725 kg of hydrazine (550kg of hydrazine for blow-down operation with a MDP of 400 psia and EOL pressure of 100 psia). The propellant tank shall be designed to enable the gas free expulsion of propellant over the s/c level accelerations (including directions, magnitudes, and durations) and thruster operation requirements specified in GPM-422-06-01-11-002. The propellant tank shall have an expulsion efficiency of greater than 99% of the maximum load capacity. The tank shall be designed to demise and thus is baselined as a carbon epoxy COPV with all aluminum liner and PMD. GSFC is seeking capabilities from all potential sources for the purpose of determining the appropriate level of competition. This is not a solicitation announcement. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. This sources sought synopsis is for informational and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for any information solicited. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. Prospective offerors are invited to provide comments on the preliminary specification and statement of work and a capability statement not to exceed 20 pages that provides a description of the offerors capabilities and qualifications to satisfy the propellant tank requirements in specification GPM 422-06-01-11-002 and support a delivery date of the flight qualified tank by 24 months after contract award. All responses should include the company's name, address, primary point of contact and telephone number; average annual revenues for the past three years; total number of employees; Government size standard/type classification (Large, Small, Small Disadvantaged, 8(a), Woman-Owned, Service Disabled Veteran, HUBZone, or Historically Black Colleges and Universities; number of years in business; affiliate information; parent company, joint venture partners, potential teaming partners and subcontractors.
