Description
The United States Special Operations Command (USSOCOM) Directorate of Procurement intends to negotiate on a sole source basis with DRS Unmanned Technologies, Inc., 6300 Columbia Street, Mineral Wells, TX 76067 in accordance with 10 U.S.C. 2304c(1) and FAR 6.302-1. The purpose of this procurement action will be for CLS to maintain the Neptune II systems to be delivered in 2007 and for the procurement of additional VCUAS capability. After evaluation of the responses received to the RFI issued 05 Oct 06, USSOCOM has determined that no other supplier can provide the Contractor Logistics Support (CLS) for existing Neptune II Unmanned Aircraft Systems or can design, develop, test, and manufacture Vehicle Craft Unmanned Aircraft System (VCUAS) systems within the timeframe called out in RFI to satisfy USSOCOM requirements. Moreover, no other supplier responding to the RFI identified a system capable of operating and landing in the saltwater environment. Based on results of the RFI and USSOCOM knowledge of the UAS market place, DRS UT, Inc is the only firm with the existing logistic support and manufacturing capability that is mature enough to meet VCUAS requirements within the established timeframe. DRS maintains proprietary ownership of the engineering and maintenance technical order data rights to Neptune II. Given the level of technology readiness of other contractors, the Government would be required to spend significant resources and considerable time for other suppliers to reach comparable support and manufacturing levels. The DRS Neptune II is the only system available to meet the VCUAS requirement for operating in a maritime environment from small platforms. The Government anticipates awarding one contract related to this announcement for a period of approximately five years with a potential maximum of up to $50,000,000.
