Description
Design/Build of an Armed Forces Reserve Center (AFRC), Project Number (PN) 64585 located at Vancouver, Washington. The contract anticipated by this advertisement consists of an FY08 Base Realignment and Closure (BRAC) Army Reserve (AR) project for A rmy Reserve and National Guard units project for design and construction. The site is approximately 25 acres, located northwest of the intersection of future 147th Street and future NE 58th Street. General description of the project and work: 1) The AFR C will include three buildings: A) an Armed Forces Reserve Center of approximately 79,000 SF; B) a vehicle maintenance shop of approximately 9600 SF; C) a Storage Building of approximately 26700 SF (3300 SF unheated). The AFRC building provides administr ative and training space, the maintenance building is used for vehicle maintenance and training, and the Storage Building provides bulk storage space for the tenants equipment. All buildings will be permanent construction; the solicitation will allow for a range of possible structural, wall and roof systems. Sitework will include demolition, roadways, parking, walks, exterior lighting, fencing, site improvements, grading, landscaping, and extension of utilities to serve the project. Demolition work at t he site includes, but is not limited to, possible removal of streets and parking areas, clearing and grubbing, and possible removal of existing utility lines and manholes. Design will include design of furniture to be furnished and installed by the Govern ment. The following options may be included: Option A  POV Parking Area Lighting, Option B  POV Parking Area Paving, Option C  MEP Lot, Option D  Street Paving, Option E  the unheated storage, and Option F  separately funded equipment. This solici tation is Phase 1 of a 2-Phase Design/Build Best Value process. This process requires potential offerors to submit their performance and capability information initially for review and consideration by the Government. Following the review, evaluation and rating of the Phase 1 proposals, the Government will select a maximum of five highest rated offerors to receive the technical requirements package and provide a technical and cost proposal for consideration by the Government as part of Phase 2. The techn ical information contained in the Phase 2 proposal will be reviewed, evaluated and rated by the Government. The final evaluation rating used for comparison, selection and award will reflect the evaluation rating received in Phase 2. A construction cost l imitation will be provided with the Phase 2 technical requirements package. The proposal process for this 2 Phase procurement consists of the following: The Phase 1 Proposal: Experience of the Prime Contractor and Design Team; Technical Approach; Past Pe rformance of the Prime Contractor and Design Team; Past Performance on Utilization of Small, Small Disadvantaged and Women-Owned Small Businesses; and Pro Forma Requirements. The Phase 2 Proposal: Technical Proposal Information; Management Plan; Subcontra cting Narrative (NOTE: All firms must assure that no less than 25% of the total value of the acquisition is performed by U.S. Small Businesses as first tier subcontractors); Cost Proposal Information; and Pro Forma Requirements to include Subcontracting P lan and Bonding Information. For Phase 2, all evaluation factors, other than cost or price, when combined, are more important than cost or price. The estimated price range is between $10,000,000 and $25,000,000. NAICS: 236220. Contract duration period is 700 calendar days. For Phase 1 approximate issue date is October 15, 2007 and approximate closing date is November 14, 2007 at 2:00 P.M. Louisville time. For Phase 2 approximate issue date is December 7, 2007 and approximate closing date is January 17, 2 008 at 2:00 P.M. Louisville time. Phase 1 project documents will be made available via web only. Note: Th is is a Full and Open Procurement; however, in accordance with Federal Acquisition Regulation 19.1307(b), this project requires the HUB-Zone 10% price evaluation preference.
