- This is modification 2 to the synopsis entitled SAFETY AND MISSION ASSURANCE SUPPORT SERVICES [S-MASS] (solicitation number NNK07205192R), which was posted on August 21, 2007. This modification is being issued to (a) upload the Draft Request for Proposal (DRFP), (b) revise the size standard and set-aside designation, and (c) revise information cited in modification 1 regarding incumbent contractors. (a) Refer to the uploaded DRFP. The DRFP is not a solicitation and the Government is not requesting proposals. The subject DRFP does not commit the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of comments. Prospective Offerors are invited to submit comments on ALL aspects of the DRFP. Moreover, in accordance with NASA Federal Acquisition Regulation 1815.201(c)(6)(A), prospective Offerors are also requested to identify any unnecessary and/or inefficient requirements. Comments regarding the DRFP shall be due October 12, 2007, 4:30 PM ET. Submission of comments shall be via email or FAX to Marcus.C.Orr@nasa.gov or 321.867.1141. All comments MUST reference the solicitation number in the subject line of the email or FAX. NOTE: Government responses to comments will NOT be posted in later modifications. The S-MASS team will consider all comments and make changes as necessary. Any changes/revisions will be implemented in the final RFP. The anticipated release of RFP NNK07205192R (final) is on or about October 17, 2007, with a due date of on or about November 19, 2007. (b) Upon further review of S-MASS requirements, the contracting officer finds that NAICS code 541330, Engineering Services, with a $25 million annual receipts size standard exception for military and aerospace equipment and military weapons is the proper designation for this effort. Accordingly, the contracting officer has determined, pursuant to FAR 19.502-2(b), that this acquisition shall be set aside 100 percent for small business. In accordance with the FAR 19.501(b) and 19.502-2(b), Solicitation Number NNK07205192R is hereby designated as a total small business set-aside. (c) Analex Corporation and The Aerospace Corporation were cited in modification 1 as incumbent contractors; however, both companies were listed in error. This effort does not involve any tasks currently performed by the aforementioned contractors. Prospective Offerors are encouraged to monitor this website for any updates regarding this acquisition. The due date for responses is not extended. Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
