- This is a presolicitation notice for information purposes only. The Defense Distribution Center (DDC), New Cumberland, PA intends to purchase a comprehensive quality management program tool that is a web-based, quality management system tracking software tool which will allow the DDC to execute OMB Circular A-76 post-competition accountability requirements as well as other DDC leadership, management and programmatic mission, functions, roles and responsibilities needs. The tool shall support the implementation of a quality management surveillance program that identifies requirements, develops schedules, and defines surveillance methodologies, documents results, supports decision-making, and monitors outcomes in a real-time, web-based, relational database application that can be deployed with minimal upfront software modification costs to adapt the software for DDC-specific information. Specific capabilities shall include: 1. The capability to continuously manage, adjust, and monitor quality assurance surveillance activities and schedules on a daily, monthly, quarterly and annual basis across multiple sites for quality assurance personnel. 2. A methodology for developing, conducting, reporting, documenting, and maintaining surveillance activity results. 3. Real-time monitoring of surveillance activity metrics, which permits analysis of information, and the ability for users to make decisions on a continuous basis for individual and or multiple sites. 4. The ability to maintain detailed surveillance documentation to support a contracting officer's contract file documentation requirements and performance based Most Efficient Organization (MEO) high performing organization (HPO) out-year determinations. 5. Provide the capability to look across multiple contractual requirements to develop surveillance quality assurance schedules, establish surveillance methods, conduct surveillance activities, document surveillance results, capture metrics, and report findings. 6. Allow for management and implementation of a quality assurance surveillance program across multiple locations. 7. Track service provider (SP) performance allowing the surveillance personnel to ensure the SP is meeting its contractual quality control/customer satisfaction requirements. 8. Track government obligations, allowing the government to ensure it is meeting its contractual support obligations. 9. The ability to use historical and current data. 10. The capacity to support 400 users. 11. Compliance with DoDI 8500.2, Attachments 3 and 5. 12. Certification and accreditation by the Government in accordance with DoD IT Security Certification and Accreditation Process (DITSCAP) as outlined in DoDI 5200.40. In addition, the contractor shall provide quality management customer technology support services to ensure that the quality management tool licensing agreement requirements are fulfilled. This includes: 1. Working with the government for the initial installation of the software. 2. Providing a customer technology call-in and email support center capability that provides services from 8:00AM to 8:00 PM Eastern Standard Time. The contractor shall be responsible for providing 5 one-day familiarization training courses. The contractor shall provide a quality management tool training database to conduct this training that is independent of the operational database. Each session shall include: 1. Accommodations for up to 20 Students. 2. User training manuals for up to 20 students. The Period of Performance (PoP) is for one base year and four (4) one-year options. Based upon market research, Belle Enterprise and Technology, Inc. is the only company with a commercial off-the-shelf (COTS) product that will meet these requirements; therefore, the Government intends to award a firm-fixed price (FFP) commercial contract utilizing FAR Part 12 procedures to Belle Enterprise and Technology, Inc.
