- (i) The Defense Information Technology Contracting Organization , PL8322, Scott AFB, IL intends to issue a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quote is being requested and a written solicitation will not be issued. (ii) Request for Quote (RFQ) L-Band or EQUAL equipment for White House Communications Agency (WHCA) (iii) The RFQ document and incorporated provisions and clauses are those in effect through FAC-2005-18. (iv) This RFQ is for the purchase of L-Band or EQUAL equipment. (v) Provide a price for each of the following items (vi). 6 each, UPB-1B-14.125, High Perf Block Converter; 10 each, DNB-3B, Multi to L-Band Block Down; 7 each, NSU1-S50/S50 Redundant Switchover Sys; 16 each, OL-TR3-12, Fiber Optic Rack Frame; 16 each, ORT-9502150-1, Fiber Optic Transmitter; 16 each, ORM-9502150-1, Fiber Optic Receiver; 6 each, ORT-103000-1, Fiber Optic Transmitter; 6 each, ORM-103000-1, Fiber Optic Receiver; 18 each, OSU-S/FC-TR, Redundant Switchover (vii) Ship to WHCA Warehouse, 2743 Defense Blvd, Logistics Warehouse, Anacostia Annex, DC 20373, ATTN: Ryan Klockmann. All Shipments and/or deliveries must be coordinated with the WHCA Logistics Warehouse (202)757-5346 not later than 24 hours prior to delivery attempt. Driver information must be provided to obtain access to military facility. All shipments will be routed through Bolling AFB Joint Visitors Center at Bolling South Gate. The Government will not be responsible for additional delivery charges if turned away. FOB DESTINATION (viii) FAR 52.212-1, Instructions to Offerors ? Commercial Items applies to this acquisition. (ix) FAR 52.212-2, Evaluation does not apply to acquisition. Award will be based on technically acceptable low offer. (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer, DISA/DITCO, 2300 East Drive, Scott AFB, IL 62225. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with GAO. (End of Provision). All unit prices are firm fixed price. Section 508 ? see Statement of Work. (xiii) There is no DPAS rating. (xiv) Quotes must be received on or before close of business, Wednesday, September 5, 2007. Questions relating to this combined solicatation/synopsis must be received by the contracting officer by 12:00 central time on 4 September 2007.
