- Referance #: DIAMZ72065 The Defense Information Technology Contracting Organization (DITCO), Contracting Division, HardwareSection (DITCO/PL8322), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a combined/synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is for the purchase of a Hitachi AMS200 Storage System for DISA/CSD. Delivery is expected 30 days after date of award. All quotes must be for BRAND NEW products. Quotes for used, re-furbished, etc items will not be accepted. This requirement is not set-aside. Contract award cannot be made to any contractor not enrolled in the Department of Defense (DOD) Central Contractor Registration (CCR) program. The CCR website is http://www.ccr.gov. Vendors providing quotes must be authorized resellers of the OEM. All quotes are due NLT 11 Sep 2007, 10am CST. Questions will be accepted until 6 Sep 2007, 10am CST. JUSTIFICATION AND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, I, as Contracting Officer, (for procurements between $100,000 and $500,000) hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C. 2304(c)(1). JUSTIFICATION 1. Agency and Contracting Activity. Agency: Defense Information Systems Agency PO Box 4502 Arlington, VA 22204-4502 Contracting Activity: DITCO Scott 2300 East Drive Scott AFB, Illinois 62225-5406 Phone: 618-229-9100 2. Nature/Description of Action(s). The proposed action is to award a contract to buy two storage systems called Storage Area Networks (SANs), one of which will be used as the data storage component of the DISA SIPRNet Tier 2 Security Information Manager (SIM) and one of which will be used as a the storage component of a lab baseline system for the former. The SIM is used by DISA?s Information Assurance (IA) analysts to monitor, analyze, and report, and respond to attacks against the Global Information Grid (GIG). The SIPRNet Tier 2 SIM is currently located in a temporary facility at DISA Field Security Organization (FSO) that lacks 24x7 system administration support and that lacks reliable network connectivity. A DISA mandate requires that all operational systems, such as the SIM, be moved into Defense Enterprise Computing Centers ASAP. The DECCs utilize and support the brands and models of hardware that are on the DISA Computing Services Division (CSD) contracts for the DECCs. To ensure compatibility and support after the move to the DECC, it is necessary to deploy equipment consistent with that used at and supported by the DECC. Also, DISA?s SIM engineering, Certification, and Accreditation team at FSO requires in their lab a ?carbon copy? of deployed systems that they can use for interoperability testing and certification/accreditation testing. It is necessary to purchase the SANs described below because (1) The existing SIM?s SAN is not the same type as those used and supported at the DECCs; and, (2) The existing SAN has reached end of life and is no longer vendor supported ? that is, it is out of warranty. Without this purchase, it will not be possible to move the SIPRNet Tier 2 SIM from the temporary facility that lacks 24x7 support and reliable network connectivity to a DECC that has such support and connectivity. This will result in continued intermittent extended periods of SIM downtime, increasing the amount of time between when attacks against the GIG occur and when analysts are able to detect, diagnose, and react to such attacks. This, in turn, reduces the security posture of this critical DoD computer resource. 3. Description of Supplies/Services. With this proposed award, Hitachi Data Systems or one of its resellers will provide DISA with the following: ? One Hitachi brand AMS500 model Storage Area Network system Base Unit and Controller, 4 DF700 Fiber Channel storage expansion units, an AMS500 Fiber Channel interface with 2 ports, 64 300GB 10K RPM fiber channel hard disks (60 operational and 4 spares), 4 2GB cache memory cards, the AMS500 Resource Manager Utility Package license, a 19? rack for the AMS500 and expansion units ? Advanced Installation Service for the AMS500 ? 3 years Premium Level (24*7*4) Warranty services for the above AMS500 system ? One Hitachi brand AMS200 model Storage Area Network system Base Unit and Controller, an AMS200 Fiber Channel interface with 2 ports, 15 300GB 10K RPM fiber channel hard disks (14 operational and 1 spare), 2 2GB cache memory cards, the AMS200 Resource Manager Utility Package license ? Advanced Installation Service for the AMS200 ? 3 years Premium Level (24*7*4) Warranty services for the above AMS200 system 4. Identification of Statutory Authority. The statutory authority that will be used for this acquisition is 10 U.S.C. 2304(c)(1). 5. Demonstration of Contractor?s Unique Qualifications. DISA is requesting the purchase of a specific brand and model of product, not the use of a specific reseller. To ensure that the Tier 2 SIPRNet SIM?s storage components will fully supported by the DECC, DISA requires the purchase of the specific configuration of Hitachi brand AMS500 SAN described in this procurement package. To ensure that the SIM lab baseline?s storage components used for interoperability testing, certification, and accreditation of the deployed SIM are functionally identical to and utilize identical utility and controller software as the deployed SIM, it is necessary to purchase the specific configuration of Hitachi brand AMS200 SAN described in this procurement package.
