- THIS IS NOTIFICATION THAT THE SOLICITATION IS BEING CANCELLED IN ITS ENTIRETY. Solicitation Number, SPM4A6-07-R-0933, 0016110745, NSN: 9150-01-518-9471, Lubricating Oil, Engine; QPL Applies; Unit metal can contains 1 Quart (QT). Re-refined Oil. The following exception is taken to MIL-PRF-2104G dated 10 FEB 1997: 1) Paragraph 3.2, Materials, add the following: ?The engine lubricating oil shall contain 25% minimum re-refined oil content. Certification to this effect shall be made available to the contracting officer or the contracting officer?s representative.? MSDS and OSHA hazard warning label are required. Products qualified and listed on the QPL for SAE J2359 are also qualified for MIL-PRF-2104. This is a synopsis for a commercial item in accordance with the procedures of FAR 5.201 and FAR 5.203, and will be solicited under FAR Part 12. Direct access to defense and federal specifications, standards, and related standardization documents is available on the Internet via http://assist.dapsmil or http://www.dodssp.daps.mil. This is solicited as an Unrestricted procurement under Other than Full and Open Competition. This may result in a Firm Fixed Price contract for a quantity of 21,768 QT. This is not a Critical Application Item. This is not a Critical Safety Item (CSI). DLA-Direct line only to Tracy, CA (AQ5) quantity 6,926 QT & to New Cumberland, PA (SNG) quantity 14,842 QT. FOB: Destination, Inspection and Acceptance at Origin. Quantity variance is + / - 10%. Progress payments shall not be included in the solicitation. A quantity option shall be included in the solicitation. Required delivery is 90 days ARO. Automated Best Value System (ABVS) applies. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. Offers will be accepted from all qualified products listed in the item description. However, this procurement is for an EPA-designated product pursuant to FAR 23 Part 4. Therefore, DSCR intends to award this contract to a provider of 25% or greater re-refined product unless the material cannot be acquired (1) within a reasonable period of time, (2) at a reasonable price, or (3) to reasonable performance specifications. In the event that one of these three exceptions applies, DSCR will award this contract to the offeror of a qualified product who represents the best value to the Government as defined by the solicitation evaluation criteria. The solicitation will be issued on September 4, 2007 with a closing date of September 25, 2007.
