- This is an amendment to Referance Number F5F0CC7218A001 to change the pre-proposal conference/site visit to 05 September 2007. This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 2001-26. It is the contractor's responsibility to be familiar with applicable clauses and provisions. This acquisition will be 100% set-aside for small business. The NAICS code is 811310 with small business size standard of $6.5 Million. The contractor shall be responsible for the repair and refurbishment/maintenance of approximately 100 golf carts, both gas and electric, located on base. Carts that need batteries, tires, and other miscellaneous repairs will be fixed to a roadworthy condition. Carts that will require maintenance in excess of the normal wear and tear will be identified, and the contractor will submit a Condition Found Report (CFR) with recommended repairs, estimated costs, and time to complete the repairs. The contractor will establish a schedule of working hours, days of the week, and will coordinate scheduling of broken carts to be repaired. A customer response telephone number will be established and an answering machine will allow customers to report carts that need repair during periods outside the established work hours. Golf cart make/models include, but not limited to, Club Car, GEM, Bombardier, Kawasaki, and Cushman. All work to be completed in a designated facility at March Air Reserve Base. This will include approximately 375 quarterly inspections (check the overall road worthiness of each cart, ensure each cart has acceptable tires and batteries, perform minor lubrications as required on moving parts, check lights and turn signals if equipped, and fix as necessary, batteries to be serviced with fluids and cleaned as necessary, battery chargers and cables to be inspected and fixed as required); approximately 125 annual inspections (remove wheels and inspect the brake systems, steering mechanisms, ball joints, tie rods, etc., and other mechanical items not specifically listed, and fix as necessary, wheel bearings to be inspected/lubricated yearly). This will also include provisions for emergency and/or unscheduled maintenance and parts. The contractor will remove all hazardous and EPA sensitive materials from the base on a daily basis. Items will include, but not limited to old batteries, tires, used oil, grease, and any other items deemed necessary. The fleet of golf carts has been receiving regularly scheduled maintenance for the past 12 months. The start date of service shall be no later than 30 days ARO (after receipt of order) or sooner. This will be a commercial contract with a performance period of one year be awarded to the responsible offeror whose offer conforms to the solicitation and considered to be the most advantageous to the Government, price factors considered. The following factors shall be used to evaluate the offers: Unit price per quarterly inspection, unit price per annual inspection, parts mark-up and labor per hour, these factors having the same weight in the evaluation process. A pre-proposal conference/site visit will be held on 05 September 2007 at 0930. Interested parties will meet at the March Air Reserve Base Pass and Registration parking lot close to the Meyer's gate.
