- This is a Notice of Intent to Sole Source to ICF International. The Air Force requires Exercise, Wargames, and Experimentation EXWAREX support services to include managing, monitoring, and coordinating actions related to Agile Combat Support (ACS) participation in EXWAREX activities, to include research, analysis, planning for and attending pre-EXWAREX development workshops to ensure ACS and Joint concept issues are both considered and integrated into EXWAREX scenario development and execution; facilitating the ACS/Logistics/Mobility Workshops; developing briefings and guides to educate players on strategies, concepts, and gaming tools being used in the event; providing analytic support during executed EXWAREX events to ensure that ACS capabilities are being played out in a realistic manner; providing on-site, end-to-end support and analysis during event execution; providing functional expertise to assist players, assessors, and controllers; analyzing the impacts of ACS play; providing a strategy, recommendations, and milestones for furthering ACS participation in future EXWAREX; conducting a post-EXWAREX analysis (i.e., hot wash) with appropriate ACS participants; preparing and briefing senior executive level presentations relating to on-going EXWAREX; and researching and preparing a post-EXWAREX report for AF senior leaders, reporting on ACS concepts tested and evaluated in the EXWAREX. Relevant skills and experience required to provide this service are significant experience facilitating gaming efforts, particularly for teams cutting across organizational, geographic, and occupational boundaries; accomplished teambuilding and strong interpersonal skills, including the ability to work effectively with officials at all levels and across several agencies; and demonstrated expert-level conceptual, organizational, writing, and verbal presentation skills. The contractor must be able to summarize and present complex issues in written and graphical forms in an accurate, concise, and straightforward manner. Information is being gathered to determine if more than one supplier has the capability to fully meet the Government?s stated requirements. In accordance with Federal Acquisition Regulation (FAR) 15.201(e) this notice serves as a request for information. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is for planning purposes only, and does not constitute an Invitation for Bids, A Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in this notice from other vendors. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. The purpose of this RFI is to receive feedback from industry looking for other contractors who are capable of fulfilling the requirements as stated and is in support of market research. In support of the Air Force, contractors must demonstrate they have extensive experience and exceptional past performance in the areas listed above. Respondents to this RFI should provide a brief qualifications and capability package (not to exceed 10 pages). Also include information such as: Company name, address, email, telephone number, points of contact, CAGE code, size of business pursuant to North American Industrial Classification systems (NAICS) and respond to the following questions: (1) Is your business a large or small business? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified ?hub zone? firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. This is a Notice of Intent only and all information received will be for the purpose of market research. All communication regarding this Notice, including submissions, should be in writing and submitted in a commonly used format electronically.
