- This is for market research, not a request for quotations. The purpose of this announcement is to determine the number of potential qualified Service Disabled Veteran Owned Small Businesses, HUBZone Businesses, or other Small Businesses who can furnish the services listed below. We are looking for the above type of companies to evaluate and assess The Bureau of the Public Debt?s (BPD) executive resources through a 360 Leadership Assessment. BPD is proactively addressing its critical human capital resources as the projection of separations and retirements over the next few years indicates that there may be an ever-increasing gap in critical leadership. In order to address and close the gap, BPD must assess its talent and map its aggregate bench strength, then develop both a short and long term strategy for succession planning that will support BPD?s strategic plan and effectively leverage our executive leadership resources, while continuing to maintain and strengthen our values-based culture. These assessments will enable BPD to fill executive positions quickly, and with the best-qualified candidates, while ensuring stability in the executive levels of the organization. It will also provide an opportunity for employees to not only indicate positions to which they aspire but also a means to identify the additional competencies required to succeed in those positions and an action plan for obtaining them. Please provide a capability statement regarding this type of work, in addition to company names and contract number for whom you have performed in the past, your business size and type, and DUNS number. As an initial task to accomplish evaluating and assessing Public Debt?s executive resources, the Contractor shall conduct a comprehensive assessment of senior executive?s potential strengths and developmental needs in order to determine baseline bench strength and existing competency gaps within the leadership cadre. The comprehensive individual assessment of executives must be based on objective criteria and include person face-to-face behavior interviews with each executive. Referencing interviews shall be conducted with their superiors, peers, subordinates, and where appropriate with external customers. The assessment will be documented in a written competency profile report of the individual?s current strengths, future potential and developmental needs, and will include external benchmarking. An oral briefing may also be requested. Based on the overall comprehensive analysis, the Contractor shall provide recommendations for short- and lone-term strategies, and shall include corresponding action plans for implementation of the strategies that should include industry best practices and/or activities. Based on the initial assessment and in consultation with Public Debt, the Contractor shall develop a unified cross-divisional strategy and supporting action plans for Succession Planning for key leadership positions. The plan shall link to and support the Public Debt Strategic Plan and assist us in achieving our long-term goals and desired future strategic state. The Contractor shall identify relevant current activities and best practices in the industry as well as suggest other methods to enable Public Debt to maximize the opportunity to leverage our top leadership resources and plan for succession to these positions in the most optimum manner.
