MARY BRINKLEY CONTACT INFORMATION IS IN THE BODY OF THIS SOLICITAITON********** NASA/MSFC has a requirement for LMS S/W Software Maintenance 2/1/2008 2008 through 1/31/2009. NASA/MSFC intends to purchase the software maintenance from LMS North America. NASA/MSFC has a requirement for LMS S/W Software Maintenance from 2/1/2008 through 1/31/2009. Competition is impractical for the following reasons: 1. Because of proprietary copyright held LMS North America, the software maintenance requested is not available from any other source. Review of current technical literature substantiates that only LMS retains the unique ability to make source code changes for program updates and maintenance corrections for the existing JP4.2 Software. 2. It would be impractical to go to full and open competition for replacement software since it would duplicate an initial cost rate to the Government. Recent cost studies of alternate sources estimated that first year cost average more than 5 times the cost of a follow-up maintenance contract. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Mary.M.Brinkley@nasa.gov, or fax to 256 544-4401 no later 4:30 p.m. local time on September 5, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
