- ****IMPORTANT NOTICE, CONTACT JANET APPLETON ONLY FOR QUESTIONS OR QUOTES CONCERNING THIS NOTICE, CONTACT INFORMATION IS WITHIN THE BODY OF THIS SOLICITATION***** NASA/MSFC has a requirement for a hardware and software upgrade for an on-site modal test data acquisition systems. NASA/MSFC intends to purchase the product from Leuven Measurement Systems (LMS) on a sole source basis. This procurement is for additional hardware and software that is completely compatible with the hardware and software currently used by the Structural Dynamics Test Branch to acquire and analyze modal test data. The hardware being procured provides additional hardware modules (SC3-VDAC & SC3-DSCU) which are identical to modules currently used by the Structural Dynamics Test Branch on site at Marshall Space Flight Center, and can be interchanged with modules in existing 316 and 317 Scadas mainframes as spares. The procurement will also provide a complete system verification/upgrade for all existing Scadas hardware (IN-SRV(SC)-CS). The software item (TL-DTP.05.2-NP) is additional license ?Tokens? which allow multiple LMS modules/applications of the existing test lab software to run simultaneously. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 9/10/2007 to Janet Appleton at janet.l.appleton@nasa.gov or faxed to 256-544-4401. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
