Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River plans to set-aside for small business the acquisition of information technology (IT) services in support of the Information Technology/Information Management (IT/IM) Department. NAWCAD is seeking eligible small businesses capable of performing this effort. Based on a review of industry responses to this sources sought synopsis, the Government will decide whether it is appropriate to issue the solicitation as a small business set-aside. This sources sought replaces the sources sought for N00421-04-R-0119 and N00421-04-R-0120 respectively. There are approximately 25 incumbents’ comprised of small and large businesses presently performing these tasks. Teaming agreements are strongly encouraged. Award of a cost type, performance based statement of work, contract for these services is contemplated. A single award is anticipated. The period of performance of the resultant contract will consist of a one-year base period and four one-year option periods. Historically, the total level of effort for the combined services, expressed on an annual basis, has been 851,326 man-hours. The appropriate North American Industry Classification System (NAICS) code is 541511 with size standard $23M. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This is a market research tool being used to determine the adequacy of eligible small business sources prior to determining the acquisition strategy and issuance of a request for proposal. The Government is not obligated to and will not pay for any information received from industry sources as a result of this synopsis. Required tasking for this effort are delineated as follows: (1) INTEGRATED SOLUTIONS IMPLEMENTATION FUNCTIONS (33,542 man-hours) -- Provide customer relations. Define technology plans and roadmaps. Execute command policy. Develop plans, policies, and communications. Examine business management issues. The product area applies knowledge of current information technology (IT), Information management (IM) methodologies and processes, plus analytical methods and techniques, to (a) gather, analyze, and evaluate customer requirements (b) evaluate the customer IT/IM and related business environment, and (c) conceptualize innovative “blue sky” forward looking solutions which introduce new technologies and methodologies/processes into the customer environment and process workflow. (2) VIDEO TECHNOLOGIES SUPPORT (14,080 man-hours) -- Develop, operate, and maintain business systems and applications. Perform information technology services. Develop, operate, and maintain secure IT and common infrastructure. Video technologies support includes operation and staffing of video teleconferencing centers and low bit rate video facilities, including scheduling functions. The contractor must also support installations, upgrades, testing, and other related functions. (3) HELP DESK SUPPORT (70,240 man-hours) -- Provide first line of user support to NAVAIR core sites for services and products. Help Desk staff must receive and log in trouble calls from users. The Help Desk is structured in tiers with all calls initially handled at tier 1 and complex problems/issues routed to higher levels for problem resolution. (4) NAVY MARINE CORPS INTRANET (NMCI) CUSTOMER TECHNICAL REPRESENTATIVE (CTR) FUNCTIONS AND PROGRAM MANAGEMENT (9,365 man-hours) -- Perform information technology services. Develop, operate, and maintain secure IT and common infrastructure. The NMCI provides standard desktop and network services for the entire community with the exception of RDT&E and approved legacy networks. NMCI CTR functions may require support in the areas of CTR team financial management support, seat metrics support, site requirements plan support, technology refreshment support, customer liaison support, legacy license support, and information dissemination. (5) DEFENSE MESSAGING SUPPORT. (7,680 man-hours) -- Support for the defense messaging process entails the following functions; monitoring of automatic routing using a local area network and the Defense Message Dissemination System DMDS; maintaining profiles used to distribute messages; maintaining user accounts; performing database maintenance; performing system backup and recovery; performing quality assurance for message delivery; software and file installations (incoming and outgoing message processes); DMDS related software evaluation functions; and customer support including formatting outgoing messages and user training. (6) EMBEDDED SUPPORT (70,212 man-hours) -- Execute command policy, develop plans, policies, and communications. Examine business management issues. Develop, operate, and maintain business systems and applications. Conduct system level engineering and requirements analysis. Develop, operate, and maintain secure IT and common infrastructure. Perform analytical activities. Conduct system integration and verification/validation, system configuration and data management. 7) SOFTWARE/SYSTEMS MAINTENANCE, ENHANCEMENT AND MANAGEMENT (156,856 man-hours) – Perform upgrades and enhancements to systems and applications including enhancements to current (production) software, re-writes or re-engineering of implemented applications, as well as major modifications to provide additional functional or operational capabilities; perform requirements analysis and management, systems and program analysis, design of enhancements (including detailed specifications), coding, testing, implementation and documentation for systems and applications; perform systems and database administration including control and maintenance of data repositories (including data warehouses and relational databases); determination of proper file organization, physical layout, indexing methods, links, backup and recovery and security procedures (including user access controls); tuning to ensure effective and efficient access, including overall performance monitoring, memory configuration tuning, disk I/O monitoring, and calculation of disk space requirements for tables and indexes; implementation of upgrades and patches and production support for user products; (8) SYSTEMS/SOFTWARE INTEGRATION (264,655 man-hours) – Perform analysis and test and evaluation for integration/interface efforts; examine hardware/software concepts, designs and test requirements for integration of similar and dissimilar systems, modules, and software products; assess and ensure functionality of resulting systems, modules or software products in existing or planned architecture; ensure metadata for integrated applications are consistent and correct; ensure functional interfaces are created and maintained when required; develop project plans, guidelines, documentation and controls for integration efforts; (9) TECHNOLOGICAL RESEARCH (4,463 man-hours) – Identifying, reviewing, testing, installing, and implementing new software and hardware technologies; (10) WEB SUPPORT (26,201 man-hours) – Provide systems analysis, design, implementation and maintenance for web enabled applications; perform design, development and maintenance of internet and intranet web sites using standard technologies (e.g., HTML, JavaScript, CSS, GIF, JPG); provide Corporate web server administration; (11) DOCUMENT PROCESSING (20,133 man-hours) – Support Electronic Document Management System (EDMS) efforts entailing consultation, design, development, testing, training, installation, implementation, deployment, and related support for electronic document management products and modules; (12) STRATEGIC/BUSINESS PLANNING SUPPORT (41,087 man-hours) – Strategic planning, business planning change management, integration of business functions and financial management support; conduct focus groups meetings, develop and track metrics, conduct environmental analyses, internal project scope assessment; provide traditional business process re-engineering support, updating business related websites or systems, and developing briefings, status reports, white papers, and roadmaps; (13) ENTERPRISE ARCHITECTURE SUPPORT (5,760 man-hours) – Support development of Enterprise Architecture principles, strategies, policies, models, standards and guidelines; assist in proliferation and dissemination of these principles, strategies, policies, standards, and guidelines; perform a broad range of tasks in support of implementation; (14) INFORMATION ASSURANCE/NETWORK SECURITY (24,960 man-hours) – Analysis of systems and networks from a security or vulnerability perspective; development and maintenance of computer security accreditation documentation, tracking status of systems and networks; conducting accreditation site surveys, incident research and reporting, and providing information assurance/network security awareness training; ensuring media marking and warning screen compliance, managing the Command virus protection program; managing policy and procedures for issuance of PKI digital signatures and certificates, managing user security program; and controlling authorizations for any foreign nationals using/accessing Government information systems; and (15) NETWORK SUPPORT (102,092 man-hours) – Provide legacy and research, development, test and evaluation infrastructure support, including network operating system support, network communications support, and systems administration support. May also require hardware and cable installation in support of the establishment of temporary facilities (e.g. trailers) that require installation of a telecommunications system to provide minimal voice, video and data capability. Some tasks to be performed will require that personnel possess a top secret security clearance. The principal place of performance is NAWCAD, Patuxent River, Maryland; however, travel to other NAVAIR sites will be required in support of this effort. It is requested that interested firms submit to the contracting office a brief capabilities statement package (no more than 20 pages in length, single spaced, single sided, 12 point font minimum) demonstrating eligibility to perform each of the services listed above. This documentation shall address, as a minimum, the following: (1) Company profile to include current number of employees, annual revenue history, retention rates for each calendar year or by contract (if by contract include contract period of performance), office location(s), DUNS number, and a statement regarding current small business status (indicate whether Section 8(a), HUBZone or small disabled veteran owned); (2) For each of the technical areas cited herein, identify recent corporate experience performing efforts of similar size and scope. Describe experience with relevant technologies and methodologies. Include contract number, period of performance, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. For those contracts identified on which you were the prime, identify the largest number of full time employees that you managed at any one time (include those of subcontractors, team members, partners). Include the names of your subcontractor and partner companies, the period of performance for each, and the number of subcontractor/partner personnel under contract for each company. Clearly delineate subcontractor and partner contributions to the overall effort. (3) Experience in staffing and managing a “help desk” function. (4) Experience in performing Defense Message Processing (incoming and outgoing). (5) Experience with public sector ERP implementations/solutions using SAP version 4.6c or 4.7 to include: (1) development, maintenance, enhancements, and integration/interfaces to applications; (2) configuration and implementation of the following modules: Financial Accounting (FI), Funds Management (FM), Controlling (CO), Materials Management (MM), Project Systems (PS), Sales and Distribution (SD), Human Resources (HR); and (3) Business Warehouse and BASIS. (6) Experience performing Information Assurance activities including: (1) Compliance with requirements of the Clinger Cohen Act (CCA), Federal Information Security Management Act (FISMA), and Defense Information Technology Security Certification and Accreditation Process (DITSCAP); and (2) Information Assurance Vulnerability Assessment management of information technology systems. (7) Experience providing web services to include configuring, maintaining, and providing access to portal and other collaboration tools, and integrating applications and websites into the portal environment. (8) Approach to staffing with qualified personnel, including possible subcontract/teaming arrangements, and strategy for recruiting and retaining qualified personnel.
