Description
The Defense Depot Susquehanna Pennsylvania (DDSP) has a requirement for a contractor to provide all labor, management, personnel, equipment and supplies to perform janitorial services in approximately seventy (70) buildings at DDSP on a Firm-Fixed-Price basis. Hours of operation, along with all required tasks, are delineated in the statement of work. The contractor cleaning services must include full range of custodial service such as vacuuming, sweeping, mopping, trash removal, empty and clean public ash trays/urns, interior/exterior windows, dusting, disinfecting, descaling, carpet steam cleaning, stripping and waxing, cleaning water fountains, mirrors, glass, cleaning entryways and mats, stairways, spot cleaning, metal polishing (i.e., water fountains, faucet fixtures), and stock supplies in restrooms and break areas for all categories. The majority of services will be performed indoors, however applicable tasks will be performed outdoors. Quality assurance will be based on the performance outcome, not on frequency or method. Contract period is anticipated to be from March 1, 2008, through February 28, 2009, with four (4) option year periods. This acquisition shall be set-aside for companies in the 8(a) program. All responsible certified 8(a) business entities may submit a proposal and it shall be considered by this agency. The North American Industry Classification System (NAICS) code for this effort is 561720. To receive an award resulting from solicitations issued after May 31, 1998, your company must be registered in the DoD Central Contractor Registration (CCR) database. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. The Government intends to award a contract resulting from this solicitation to the responsible offeror using the Best Value/Trade-off Source Selection Process. The solicitation will provide the evaluation factors for award. Failure to submit all the information requested by the solicitation may result in the proposal being eliminated from consideration for award. At a minimum, all prospective offerors shall be required to submit with their proposal the following information: resume for a Program/Site Manager meeting minimum requirements as delineated in the Statement of Work; Quality Control Plan; Narrative and supporting documentation indicating the meeting of all requirements stated in the Non-Price Evaluation Factors: Past Performance; Technical Capability; Management Plan. The Technical Capability and Management Plan evaluation Factors will have subfactors. It is recommended that any interested parties register at this site for updates, as the Government will post any draft documents or amendments at the Federal Business Opportunities website. Incumbent is BI-CO Janitorial Company, Inc., Contract No. SP3100-04-C-0004. This contract was awarded on December 3, 2003, in the amount of $4,706,032.09 for the base year and four (4) option years.
