- PUBLIC ANNOUNCEMENT SOLICITATION #5169 The University of California, Ernest Orlando Lawrence Berkeley National Laboratory (LBNL), which is operated under Prime Contract DE-AC02-05CH11231 with the U.S. Department of Energy (DOE), intends to subcontract for Professional services for the Advanced Light Source User Support Building Commissioning. The User Support Building (USB) will be a 3-story structure of approximately 30,000 gross square feet (gsf). The first floor consists of modern chemical and biological prep laboratories, staging high bay for assembly of experimental apparatus, component assembly space, and precision assembly shop spaces with 16' floor-to-floor height. The second floor provides office, conference and server space while the third floor provides additional offices. The University has subcontracted with a Master Architect to prepare the conceptual design and a Design Build firm to complete the design and construct the facility. The Commissioning Authority will work with the Architect/Engineer, the Design Build subcontractor, the University?s Project Manager, Maintenance and Operations staff, and pertinent subcontractors to coordinate the commissioning process. This is not a request for quotation. It is an announcement for subcontracting opportunities with the University of California, Ernest Orlando Lawrence Berkeley National Laboratory. Interested firms are encouraged to submit qualifications as indicated below. A. SCOPE OF SERVICES The commissioning authority?s scope of work includes, but is not limited to: 1. Design reviews 2. Development of a commissioning plan including functional testing 3. Review of contractor construction submittals 4. Oversight of the commissioning process 5. Plan and conduct commissioning meetings B. PROJECT SCOPE SUMMARY The selected firm will provide commissioning services for the User Support Building during design, construction and commissioning. The Commissioning Authority?s responsibilities during the design phase include, but are not limited to: documenting the design meets the owner?s project requirements. During construction, the Commissioning Authority will develop a commissioning plan to coordinate equipment installation, checkout, start up and testing to verify that systems are functioning in accordance with the documented objectives of the University. The contract will be awarded in two phases. Phase I will include review of the Design Build subcontractor?s schematic design and 50% Design Development documents. Phase II will include review of 100% Design Development and Construction Documents. C. SMALL BUSINESS SET ASIDE. This Requirement is not a small business set aside. The applicable size standard is that prescribed by the U.S. Small Business Administration for NAICS Code 541310. Firms with average annual receipts averaging less than $4,000,000 for the preceding three completed fiscal years are considered small businesses. D. QUALIFICATIONS In order to qualify, candidates must meet the following minimum requirements: 1. Location: The firm must maintain a local office within seventy-five (75) air miles of Berkeley, California and must assign a principal to lead the effort on behalf of the firm from the local office. All sub-consultants must be located within the United States. 2. Commissioning Team: It is expected that the following specialized expertise will be represented by the proposing teams: Electrical & Mechanical (HVAC, Plumbing; Fire Protection) Engineering; Controls, Building Operations and Maintenance, Leadership in Energy and Environmental Design (LEED) 3. Experience: Experience in commissioning facilities of similar size and complexity 4. Documentation Compatibility: Microsoft Office Suite will be used for project documentation E. SELECTION CRITERIA For firms meeting the above minimum requirements, the following criteria shall be the University?s basis of selection. The criteria are listed in descending order of importance. 1. Firm Experience: The firm shall have recent experience in working with the design team, construction contractor and owner during design development, construction and commissioning. Experience with Design Build projects is preferred. 2. Project Experience: The firm shall have completed commissioning projects that involve similar multiuse buildings exceeding $15M in construction costs within the past 5 years. Experience in LEED certification is preferred. The firm shall describe each representative project, and list them in the Standard Form SF 330, Section F, including any other supplemental information necessary to address this criterion.. 3. Past Performance: The firm and sub-consultants must demonstrate successful experience in providing commissioning services, within the approved scope, schedule and budget, for similar projects within the last five years. A list of references, including name, current telephone number, and associated project(s), shall be provided for the University to verify past performance. 4. Personnel Experience: The principal and individuals assigned to this Project must demonstrate successful experience in providing commissioning services for similar multiuse facilities within the past 5 years. 5. National Laboratory/DOE Experience: The firm shall demonstrate previous successful experience working for the U.S. Department of Energy or for a National Laboratory. 6. Assignment of Personnel:. The University will give consideration to firms that are able to assign the same personnel from similar projects. F. SITE VISIT NONE REQUIRED G. SUBMISSIONS Interested firms meeting the requirements described above must submit five (5) completed copies each of U.S. Government Standard Form 330 Parts I and II. They may also submit five (5) copies of any supplemental information necessary to further address the Selection Criteria and a completed Representation and Certification form.
