- BLM Request for Proposals, NAR080001, IMPACT STUDY FOR THE SALE OF FEDERAL HELIUM RESERVE. The Bureau of Land Management (BLM), National Operations Center (NOC) intends to award a sole source contract to National Academy of Sciences, Office of Contracts & Grants, 2101 Constitution Avenue, Washington, DC 20418 for the continuation of a study to determine whether selling off the Helium Reserve in the manner prescribed in Public Law 104-273 has had any adverse effect on U.S. scientific, technical, biomedical, and national security users of helium. Public Law 104-273 initially called for a National Academy of Sciences study to determine the impact of selling the Reserve using the pricing mechanism described in the Law. The first study was completed in 1998. Given recent challenges experienced by the helium market and their impact on pricing and availability of cryogenic helium to the scientific community in particular, it is now possible to reevaluate the impact of selling the helium reserve under the current pricing mechanism and to determine whether there are adjustments that would optimize future availability of helium for its many scientific and industrial uses. To provide a meaningful context for this effort, the study will examine the helium market and the helium supply chain. A cost-type contract is anticipated, with a period of performance of approximately twelve to fourteen months. The contractor must gather data and provide reports on various topics such as: Estimated helium demand for research use over the next decade; Impact of helium shortages on helium supply for Federal grant-based research versus helium funding supplied from other sources; Ensuring helium supply for research purposes, and assessment and projection of helium markets; The contractor will also provide expertise on topics such as: Applications of helium (e.g., low-temperature physics, other areas of basic physics and chemistry research, cryogenics for biomedicine, specialty welding, specialty materials, and liquid-fueled rocket operations); Helium production and distribution and closely related industries (production of compressed gases, helium separations and refining, industrial materials management and purchasing, and helium recycling), and Economics and finance (compressed gas economics, econometric modeling, commodity brokerage). All responsible sources may submit a response, which if timely received, will be considered by the BLM.
