- This modification is being issued by the Defense Commissary Agency, Resale Commodities Branch to make changes to the previously posted pre-solicitation notice. The following is a revised pre-solicitation notification. The Defense Commissary Agency (DeCA) intends to issue four separate solicitations for dairy products in phases to cover all commissaries within the Continental United States (CONUS), excluding Alaska and Hawaii. For the purposes of these solicitations, the commissaries are grouped geographically within each Area. The number and size of each geographical group within each solicitation will vary. A pre-solicitation notice will be posted for each area. The groupings for each area will be provided on the pre-solicitation notice for the particular area. The first solicitation (Area 1) will cover the Northwest and Southwest areas of the West Region, to include stores located in the following states: AZ, CA, ID, MT, NV, UT, and WA. The second solicitation (Area 2) will cover the Northeast and Central areas of the East Region, to include stores located in the following states: CT, DC, DE, IL, IN, KY, MA, MD, ME, MI, MO, NC, NH, NJ, NY, OH, PA, RI, VA, and WI. The third solicitation (Area 3) will cover the Midwest area of the West Region, to include stores located in the following states: CO, KS, ND, NE, NM, OK, SD, TX, and WY. The final solicitation (Area 4) will cover the Southeast area of the East Region, to include stores located in the following states: AL, AR, FL, GA, LA, MS, SC, and TN. For a complete listing of stores within these states, go to www.commissaries.com. This revised pre-solicitation notice is for Area 1 (NW and SW areas of the West Region). The contractor is to furnish dairy products for commissaries located in Area 1 of the Defense Commissary Agency's West Region. Area 1 includes 40 commissary stores that are geographically clustered into 18 groups. These 18 groups will be awarded under one or more contracts for a primary source of supply of fluid and non-fluid milk dairy products. In addition, the solicitation will contain 6 groups with a total of 12 commissary stores that will be awarded under one or more contracts for a secondary source of supply of fluid and non-fluid milk dairy products. Groups 1 through 18 are designated as primary groups and Groups A through F are designed as secondary groups. For those stores that only require a primary supplier, the primary supplier will be allocated 100 percent of the fluid milk display space for this commodity. For those stores that require both a primary and secondary supplier, the primary supplier will be allocated 70 percent of the fluid milk display space and secondary supplier will be allocated 30 percent of the fluid milk display space for this commodity. The non-fluid milk products will be stocked as space permitted in the appropriate marketing area. The primary and secondary suppliers may not provide the same brand name products. The following 18 groups require a primary supplier: Group 1 (6 stores): Bangor NSB, Bremerton NS, Fort Lewis, McChord AFB, Smokey Point NS, and Whidbey Island NAS; Group 2 (1 store): Fairchild AFB; Group 3 (1 store): Malmstrom AFB; Group 4 (1 store): Mountain Home AFB; Group 5 (2 stores): Beale AFB and McClellan AFB; Group 6 (3 stores): Ord Community (supports Fort Hunter-Liggett), Moffett Field, and Travis AFB; Group 7 (1 store): Lemoore NAS; Group 8 (1 store): China Lake; Group 9 (2 stores): Los Angeles AFB, and Port Hueneme; Group 10 (1 store): Vandenberg AFB; Group 11 (3 stores): Barstow MCLB, Edwards AFB, and Fort Irwin; Group 12 (9 stores): Camp Pendleton, El Centro, Imperial Beach, March AFB, Miramar NAS, North Island, San Diego, San Onofre, and Twentynine Palms; Group 13 (1 store): Fallon NAS; Group 14 (1 store): Nellis AFB; Group 15 (1 store): Hill AFB; Group 16 (1 store): Dugway PG; Group 17 (3 stores): Davis-Monthan AFB, Fort Huachuca, and Luke AFB; and Group 18 (2 stores): Yuma MCAS and Yuma PG. The list of products for the primary supplier is as follows: Milk, Whole (Gallon, Half Gallon, and Quart); Milk, 2 percent (Gallon, Half Gallon, and Quart); Milk, 1 percent (Gallon and Half Gallon); Milk, Skim (Gallon, Half Gallon and Quart); Milk, Chocolate, Low fat (Gallon and Half Gallon); Buttermilk (Half Gallon and Quart); Egg Nog (Quart); Whipping Cream, Heavy (Pint and Half Pint); Half-and-Half (Quart and Pint); Cottage Cheese, Small Curd (24 and 16 oz); Cottage Cheese, Small Curd, 2 percent (24 and 16 oz); and Sour Cream, Regular (24 and 16 oz). The following 6 groups require a secondary supplier: Group A includes 3 stores: Bangor NSB, Fort Lewis, and Whidbey Island NAS; Group B includes 1 store: Port Hueneme; Group C includes 4 stores: March AFB, Miramar NAS, San Diego, and Twenty-nine Palms; Group D includes 1 store: Nellis AFB; Group E includes 1 store: Hill AFB; and Group F includes 2 stores: Davis-Monthan AFB and Luke AFB. The secondary supplier will be limited the following dairy products: Milk, Whole (Gallon and Half Gallon); Milk, 2 percent (Gallon and Half Gallon); Milk, 1 percent (Gallon and Half Gallon); Milk, Skim (Gallon and Half Gallon); Milk, Chocolate, Low fat (Half Gallon); Buttermilk (Quart); Egg Nog (Quart); Whipping Cream, Heavy (Pint); and Half-and-Half (Quart and Pint). A single solicitation containing the 18 geographical groupings for a primary supplier and 6 geographical groupings for a secondary supplier will be issued. Each group will be independently evaluated and awarded on an "all or none" basis. Offerors may propose on one or more than one group. In addition, offerors may propose as a primary supplier on the primary groups, secondary supplier on the secondary groups, or both. The Government will award one or more contract(s) resulting from this solicitation based on evaluation using the best value, trade-off procedures. An Indefinite-Delivery Requirements Type contract is contemplated. Offerors must propose a guaranteed minimum percentage of patron savings at or above the base percentage provided in the solicitation. This is the minimum percentage of savings over the costs of the same or similar products from comparable commercial operations within the local commuting area of not more than 25 miles. The base period of performance shall commence approximately 30 days after notification of contract award (or a date specified by the Contracting Officer) for 24 consecutive months plus three 12-month option periods. The SIC code is 2026 and the NAICS code is 311511 for this requirement, which has a size standard of 500 employees. The Request for Proposal for Area 1 will be released on or about October 31, 2007 with an anticipated closing date of approximately 45 days after the release of the solicitation. This solicitation will be issued on an UNRESTRICTED basis for all groupings to promote and provide for full and open competition. Teaming arrangements are authorized in accordance with solicitation requirements.
