Description
This is a Source Sought notice to assist NIST in completing market research for a procurement that is planned for FY2008. No Solicitation is currently available, and no unsolicited proposals will be entertained as a result of this Sources Sought Notice. BACKGROUND The NIST Acquisition Management Division, on behalf of the Manufacturing Extension Partnership (MEP) program, seeks information from potential sources with experience and current expertise in conceptualizing, organizing, and conducting high quality research and analysis under stringent time constraints in the area of Manufacturing. The Manufacturing Extension Partnership − a program of the U.S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST), is a national network of affiliated manufacturing extension centers and field offices located throughout all fifty States and Puerto Rico. Created in 1988, the MEP network provides services to small and mid-sized manufacturers to increase the competitiveness of these manufacturers. MEP Centers are funded by a combination of Federal, State, local and private resources; and work directly with manufacturing firms in their State or sub-State region. Centers provide expertise, services and assistance directed toward improving top-line growth, supply chain positioning, internal manufacturing processes, work force training, and the application and implementation of information and other technologies in their companies through direct assistance provided by center staff and from other organizations and consultants. OBJECTIVE Provide support to MEP and its partners in the areas of planning, development and deployment of MEP support services (e.g. partnership development, business growth services, supplier development, technology translation, coordinate and participate in national conferences, etc.) Support improvements in business processes and client delivery processes at the MEP Centers, and working with partners to identify future service offerings. To learn of sources with the required qualifications, commitment, expertise, and experience in conceptualizing, organizing, and conducting high quality research and analysis under stringent time constraints in the general areas of market research, planning/strategy development, deployment of national network services, marketing support, market analysis and planning tools/services, and evaluation and assessment of projects and programs for MEP customers. Any source will be expected to have the capacity to respond within five (5) days to these requests with the required personnel and resources within the deadlines established by MEP. Scope of Work The statement of work consists of one or more tasks similar, but not necessarily limited to the following. Market Research, Analysis and Deployment of Strategic Objectives and Initiatives Market data collection Data analysis Information dissemination/knowledge management Outreach, Training Programs, and Seminar Development, and Deployment Support Market planning, Strategy Development, and Deployment Support Product/service planning Product strategy and advertising development Selling and marketing strategies, development and support services Marketing of MEP Product and Services Strategy and plan development for promotion, communication, outreach, and marketing plans Technical writing and editing Graphic design and layout services Event Support and planning Public education and awareness Advertising support Continued Development and Deployment of the MEP National Initiatives Market research and marketing support for initiatives related to building national capacity and systems (e.g. National conference, community support, and National Advisory Board) Center level market research, analysis and planning tools/services Consulting to MEP Centers to support deployment of MEPs Strategic Thrusts and Initiatives Coordinating Center and national level market analysis and planning activities Evaluation and assessment of projects and programs MEP products and service Pilot programs HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE IF YOUR COMPANY HAS RECENT EXPERIENCE WITH PROJECTS THAT ARE SIMILAR IN SCOPE TO WHAT MAY BE REQUIRED FOR THE ENSURING MARKET RESEARCH AND ANALYSIS IN MARKETING OF THE MANUFACTURING EXTENSION PARTNERSHIP (MEP) PROCUREMENT, THEN PLEASE PROVIDE THE FOLLOWING INFORMATION BY EMAIL TO cheryl.coxen@nist.gov NO LATER THAN October 15,2007. 1. Description of each similar project completed by your company as a prime Contractor or as a significant subcontractor within the past three (3) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of that project; (c) specific information on your company?s previous experience in targeted market research analysis, market planning/strategy development and service deployment, and marketing of MEP products and services;(d) contract type used on that project (e.g., firm-fixed-price, labor-hour, time-and-materials, cost-plus-fixed-fee, cost-plus-award-fee, cost-plus-incentive-fee, etc.); (e) indication of how long the project took to complete from start to finish; (f) how many Contractor and, if applicable, subcontractor full time equivalents were required to complete the job; and (g) name, address, point of contact and phone number of customer organization for which the work was done. 2. Current socioeconomic status of your company as it relates to NAICS 541611 with a size standard of $6.5M (see NAICS table at http://www.sba.gov/idc/groups/public/documents/sba_homepage/serv_sstd_tablepdf.pdf). 3. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov.
