- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DTPH56-08-Q-000001 is issued as a request for quotation (RFQ). This solicitation document incorporates provisions and clauses which are in effect through the most current Federal Acquisition Circular. Applicable FAR clauses are incorporated by reference. The requirement is being solicited as a 100% Small Business Set-aside using Simplified Acquisition Procedures per FAR Subpart 13. A Firm-fixed price purchase order is anticipated. The President of the United States has established a goal of reducing the Nation?s dependence on oil and, as one means of doing so, of increasing the percentage of alternative energy products consumed. In order to accomplish this goal, the existing hazardous materials transportation delivery system must be developed or modified. The Department of Transportation (DOT) must be involved in addressing this challenge, and within DOT, Pipeline and Hazardous Materials Safety Administration (PHMSA) is responsible for developing transportation options for alternative energy products. In order to develop appropriate policies, PHMSA has implemented the Alternative Fuels Initiative (AFI). The purpose of the AFI is to identify various options for transporting biofuels and other alternative fuel sources via pipeline and other transportation modes by sponsoring research and development, resolving technical issues, conducting alternatives analysis, and developing a strategic roadmap for program and policy implementation. In addition, PHMSA is undertaking efforts to ensure that proper emergency response procedures and resources are in place to deal with the unique properties of biofuels and other alternative fuels. PHMSA, as the DOT agency with regulatory authority over the safe and reliable transportation of hazardous materials by all modes, including pipelines, will have a key role to play in the development and use of biofuels and other alternative fuels. PHMSA requires a Consultant to provide research, analysis, and planning services in support of PHMSA?s AFI. To assist PHMSA with this initiative, the Consultant must have a combination of industry and governmental experience, relationships with industry and legislative stakeholders, and knowledge, abilities and perspectives on energy policy.
