- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY: No Solicitation is available at this time. Requests for a solicitation will not receive a response. This announcement constitutes a sources sought synopsis for purposes of conducting market research. Interested parties need to identify if they fall into one of the Small Business categories: Small Business, Hub Zone Small Business, Veteran Owned Small Business, Woman Owned Small Business, or Small Disadvantaged Business. The Air Force Flight Test Center (AFFTC) requires Interactive Analysis and Display System (IADS) engineering support. The contractor shall be required to provide in-depth support for all iterations and aspects of the Symvionics, Inc. manufactured product currently utilized by the AFFTC. The contractor support personnel shall be fully trained and available to fulfill all requirements of the Statement of Work on the first day of the contract. The support shall include, but not be limited to; follow-on software development, enhancement, coding and maintenance required for all variations of Symvionics, Inc. IADS software currently in place and utilized at the AFFTC. The AFFTC anticipates award of a Firm-Fixed-Price contract that includes a contract period of a base year plus four option years from the date of contract award. DESCRIPTION OF SERVICES 1.1 Objectives: To support the test and evaluation mission. The Force Flight Test Center (AFFTC) maintains the capability to process real-time telemetry from aircraft under test. The IADS is used to provide real-time data displays in mission control rooms at Edwards AFB as well as post flight analysis. The objectives of this contract are to support the existing installed Interactive Analysis and Display System Engineering Support (IADS) data systems at AFFTC and to develop upgrades to the IADS systems. These enhancements will increase system performance, deployed enhanced capabilities, and improve the efficiency of flight test control room operations. 1.2 Management Responsibilities: The Contractor shall execute, manage, and control the computer software development of the IADS at Edwards Air Force. The Contractor shall be responsible for Software Requirements Analysis, Software Architectural Design, Software Detailed Design, Implementation and Testing, System Integration and Testing, Documentation, Training and Task Management. 1.3 Background: The IADS is a commercial product of the Symvionics Corporation. Under this task, the Contractor will provide engineering support for the installed IADS systems at the Air Force Flight Test Center. The upgrades to be pursued under this performance work statement are principally a series of IADS software releases. Support is also required by the Government for the transition of existing mission control facilities from the Advanced Data Acquisition and Analysis System (ADAPS) Silicon Graphics Workstations to the IADS, integration of new high performance computing systems with IADS, and integration of new hardware with IADS. The Contractor also needs to provide technical support for the fielded IADS systems. This includes training and in-control room resolution of problems with the IADS. 1.4 Data Processing Environment: 1.4.1 Hardware: The IADS development support systems include workstation and server systems running the Windows NT, Windows 2000, Windows 2003 Server, Windows XP, Solaris, and IRIX operating systems. All equipment required for this task will be provided to the Contractor on-site at Edwards AFB. Experience with the Advanced Data Acquisition and Processing System and the Mission Control System flight test data processing hardware suites are also a requirement as the Interactive Analysis and Display System has critical interfaces with the ADAPS. This hardware requires experience with the SGI IRIX operating system and the Sun Solaris operating system. 1.4.2 Software: The Microsoft Visual Studio development environment and the Microsoft Visual Source Safe are used to build the IADS application. In addition to having experience with these tools, the Contractor shall have previous experience developing components for, operating, and testing the Interactive Analysis and Display System. 1.5 Technical Requirements: Technical Requirements below are listed by priority. 1.5.1 IADS Support for the Range Control Room Project (RCRP): Execute, manage, and control the development of modifications to IADS for the Range Control Room Project. The Range Control Room Project is performing modifications at Ridley Mission Control Center to support the Joint Strike Fighter test program. Control rooms being developed for this project will require IADS to support at least 50 users. Workstation System Design Support: The Contractor shall support the design, construction, and installation of IADS systems at Ridley Mission Control Center and the Joint Strike Fighter Integrated Test Force. Diskless Client Workstation Support: The Contractor shall support the effort to reduce the number of disk drives installed in Range mission control facilities. Software Development: Execute, manage, and control the development of new capabilities required to support the Joint Strike Fighter Integrated Test Force as defined in the Range Control Room Project (RCRP) Systems Requirement Matrix (SRM). 1.5.2 IADS Support for Improvement and Modernization Programs: Execute, manage, and control the development of modifications to IADS for the AFFTC Real-Time & Post Test System Upgrade (ARPSU) I&M programs. I&M programs install data processing upgrades at the AFFTC. The Contractor shall support the design, installation and modification of IADS systems at the Ridley Mission Control Center, Birk Flight Test Facility, F/A-22 Combined Test Force, the BAF/IFAST facilities, the Test Pilot School, and the F-117 Combined Test Force. IADS Software Baselines: Execute, manage, and control the development of new capabilities required to support the improvement and modernization program requirements documented in the RCRP Systems Requirements Matrix. 1.6 Priority IADS Software Support Services: The Contractor shall provide priority software support services to correct IADS problems that affect Range real-time support. Within 45 minutes from notification by Range personnel of an IADS problem impacting control room operations, a Contractor's representative shall be available at the impacted Mission Control Room to provide support. Within 4 hours from notification by AFFTC end users of an IADS problem, a Contractor?s representative shall contact the impacted customer; ascertain the seriousness of the problem, and develop a mitigation plan if needed. After determining the problem, the Contractor will provide the Customer either modified software or procedures to return that Customer's IADS to a state that meets or exceeds the current IADS baseline configuration. The Contractor will record the number of trouble calls per week and provide this along with problem descriptions and resolutions / recommendations to the Government Task Manager. 1.7 Recurring IADS Software Support Services: The Contractor shall provide recurring IADS software support services as required to add enhancements and or to correct software problems. The Contractor shall analyze reported problems and customer requirements and then follow the established IADS development process for designing, coding, and testing IADS software. The Contractor will assist (via email, telephone, or on-site), when requested, in installing the IADS software at AFFTC or AFFTC operating locations. 1.8 Training: As upgrades and enhancements are made to IADS products; training will be required for AFFTC personnel, F-22 Combined Test Force personnel, Joint Strike Fighter Integrated Test Force personnel, Global Hawk personnel, Airborne Laser personnel, as well as personnel from the various CTFs at Edwards AFB. The Contractor shall provide training at the request of the government. This training may include classroom, hands-on training, material preparation, and generation of support material. 1.9 Location of Software Support Services: The software support services will be required at Edwards Air Force Base, California. The primary place of performance is Building 1408 at Edwards Air Force Base. A second area for classified IADS development has been configured in Building 1440. 1.10 Biweekly cost report: The Contractor shall provide the contract task manager with a biweekly report of all costs incurred against the task. At a minimum, the report shall include all hours and rates for labor performed during the reporting period. The contractor format for this report is acceptable. 1.11 Software Process Documentation: The Contractor shall develop an IADS systems design description document. The contractor will provide preliminary design reviews, detailed design reviews, critical design reviews and interface control documents. 1.12 Software Release Documentation: At the conclusion of each software release cycle, the Contractor shall provide the government with the source code and documentation for the release, executable files, updated online help files associated with the release, updated users manuals associated with the release and a Software Version Description Document for the release. The Contractor shall identify and record information needed by hands-on users (persons who will operate IADS products). This information includes online help files contained in the software and documentation suitable for hard copy presentation. Contractor format for the User Documentation is acceptable. 1.13 Product Transition and Turnover: Include software installation, software configuration, and unit test procedures for products identified in paragraph 1.5. Provide the source and executable files to the Government for products identified in paragraph 1.5. For each software release, identify and record in a Version Description Document the exact version of software and a description of features provided. The contractor?s format for the Version Description Document is acceptable. 1.14 Travel: The Contractor should include travel costs for local travel in Southern California, Central California and Southern Nevada. We are estimating one 3 day trip (2 persons) to San Diego or Las Vegas depending on the location of the International Telemetry Conference, two 2 day trips (2 people) to Colorado Springs, Co, two 2 day trips (1 person) to Albuquerque, NM, two 2 day trips (1 person) to Seattle, WA and two 3 day trips (2 people) to White Sands Missile Range, NM. All interested parties who believe they can meet these requirements are invited to submit in writing complete information describing their ability to provide all aspects of the Interactive Analysis and Display System (IADS) engineering support described above. Responses shall be limited to 15 pages and should include, as a minimum, (1) evidence of directly Relevant Past Experience, including the qualifications of key personnel with Symvionics, Inc. Interactive Analysis and Display System (IADS) engineering support; (2) related Product/Projects Summary of Interactive Analysis and Display System (IADS) software services, including complexity and relevant capabilities delivered within the past 5 years; (3) the Demonstration of Capability to support in form, fit, and function the Interactive Analysis and Display System (IADS) software as identified above; and (4) business size and category (i.e. SB, SDB, WO, etc.) as described above.
