- The US Army Contracting Agency (ACA), Information Technology, E-Commerce and Commercial Contracting Center (ITEC4), ATTN: SFCA-IT-BTA, Hoffman I, 2461 Eisenhower Avenue, Alexandria, VA 22331-1700, on behalf of the Business Transformation Agency (BT A) intends to award a Sole Source contract (Statutory Authority 10 U.S.C. 2304(c)(1), Other Than Full and Open Competition; Only One Responsible Source) to Altarum Institute, 3520 Green Court, Suite 300, Ann Arbor, CT 48105-1566. The objective of this con tract is to provide a bridge contract for the continuation of on-going support to assist government personnel by providing support for the normal operations and maintenance of the BTA Chief of Staff (CoS) Directorate which includes the Information Technolo gy Division, Human Resources, Comptroller, Facilities, Security, and the Office of General Counsel. This contract will provide the BTA with uninterrupted mission critical services while the Cross Agency Support Services (CASS) contract is being developed and competed with a tentative award in the 2nd Quarter of FY08. It is necessary given the time frame of the award, critical nature of the services, Altarum is currently the only responsible source with corporate knowledge that can provide the required Age ncy-wide support without disruption to services, delays due to longer transition times and learning-curve issues that would be encountered by any other contractor. The period of performance for the bridge contract will be from 1 November 2007 to 30 April 2 008 with two (2) three (3) month option periods for a total potential period of performance to 31 October 2008. This notice of intent is NOT a request for competitive proposals. The Government will not issue a solicitation. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Award is anticipated no later than 30 October 2007.
