Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-18 dated 30 June 2007. This requirement is set-aside 100% for small business. The ap plicable NAICS code is 511110 with a size standard of 500 employees. There are 4 contract lines item (0001) Post Newspaper Base Year, FFP, Post Newspaper Base Year 1 Nov 07 thru 31 Oct 08; (0002) Post Newspaper 1st Option Year, FFP, Post Newspaper 1st Option Year 1 Nov 08 thru 31 Oct 09, (0003) Post Newspaper 2nd Option Year, FFP, Post Newspaper 2nd Option Year 1 Nov 09 thru 31 Oct 10, (0004) Post Newspaper 3rd Option Year, FFP, Post Newspaper 3rd Option Year 1 Nov 10 thru 31 Oct 11. Your price shall be No Cost to Government, FOB destination. Inspection and acceptance shall be at destination. You must be registered in the Central Contractor Registration (http://www.ccr.gov/). Award shall be made Technical and past performance, and coordination (between Contractor and Government Personnel). This is a no-cost contract and price is not a factor in the order of importance. It is the prospective quoters responsibility to check the web-site DAILY for any updates, amendments or additional information. The Government will not be held responsible for any information a prospective quoter does not receive once the information is published on the Fort Riley Contracting web-site. http://www.riley.army.mil/Services/Fort/Contracting.asp This solicitation will be issued on or about 2 October 2007. Proposals are to be submitted electronically to docinvoices@riley.army.mil, on or about 16 October 2007 at 2:00 p.m. cst.. This is a non-cost contract for the Government. All advertising sales will go to the publisher, the Government will incur no expenses. The publisher shall provide all the necessary funding, personnel, equipment, supplies and labor necessary to publish 10000 copies of the newspaper on a weekly basis, 51 times per year. The paper will not be published between Christmas and New Years. The paper will be metro in size and will contain eight (8) or more pages with a minimum of six (6) columns. The paper shall be available for distribution on Fort Riley, Kansas by each Friday mo rning, with the exception of Christmas week. No hard copies of this solicitation will be provided. This solicitation will be posted to Fort Riley web page http://www.riley.army.mil/Sevices/Fort/Contracting.a sp. It is the prospective offerors responsibility to check the web site for updates, amendments or additional information. The Government will not be held responsible for any information a prospective offeror does not receive once this information is av ailable on the listed web site.
