- This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or other wise pay for information solicited. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. All information submitted will be held in a confidential status. SIMULATOR, BOOBY TRAP, FLASH, M117/L598. NSN: 1370-01-536-8393, PART NUMBER: 13013036. This simulator produces a bright flash of light and a loud report when activated. The Flash Simulator, M117, consists of a paper cylindrical outer tube 0.87 inch in the outer diameter and 2.66 inches in length, from one end of which protrudes a flat metal nailing bracket. The nailing bracket increases the overall length to 4.4 inches. The end opposite the bracket is covered with a paper cap held on by tape. Include d with this device, as issued, are a spool of wire for use as a trip wire, an extension spring, two nails and four staples. The body of this device is an inner tube, 1.94 inches long, which contains the flash composition. The initiating assembly is in th e space between the outer and inner tubes. This assembly consists of a strip of paper coated with friction-sensitive composition on top of the tube which also contains a friction sensitive coating. The paper strip is attached to the inner tube by a taped felt strip. The item is ignited by a pull cord which is pulled between the coated paper and the tube, which in turn ignites a sensitive paste. The sensitive paste ignites a quickmatch which then ignites the flash composition inside the inner tube. Ther e is maximum of 2.5 grams of flash composition in the inner tube. The pass criteria, after ignition, shall be a visible light and a sound level intensity of not less than 120 db at a distance of 25 feet. SIMULATOR, BOOBY TRAP, ILLUMINATING, M118/L599 NSN 1370-01-536-8398, PART NUMBER 13013037. The Illuminating Simulator, M118, consists of a paper cylindrical outer tube 0.87 inch in the outer diameter and 2.66 inches in length, from one end of which protr udes a flat metal nailing bracket. The pass criteria are a bright light for a burn time of 28 seconds minimum. SIMULATOR, BOOBY TRAP, WHISTLING, M119/L600 NSN 1370-01-536-8400, PART NUMBER 13013038. The Whistling Simulator, M119, consists of a paper cylindrical outer tube 0.87 inches in the outer diameter and 3.22 inches long: its overall length, including the na iling bracket, is 4.9 inches max. It contains a slow-burning composition which, when ignited by the pull cord, produces a shrill whistling sound from 2.5 to 5.0 seconds. The end opposite the bracket is covered with a paper cap held on by tape. Included with this device, as issued, are a spool of wire for use as a trip wire, an extension spring, two nails and four staples. The body of this devi ce is an inner tube, 2.5 inches long, which contains the flash composition. The initiating assembly is in the space between the outer and inner tubes. This assembly consists of a strip of paper coated with friction-sensitive composition on top of the tub e which also contains a friction sensitive coating. The paper strip is attached to the inner tube by a taped felt strip. The item is ignited by a pull cord which is pulled between the coated paper and the tube, which in turn ignites a sensitive paste. T he sensitive paste ignites a quickmatch which then ignites the whistle composition inside the inner tube. There is approximately 3.5 grams of whistling composition in the inner tube. Interested companies should respond by providing the Government the following information: a brief summary of the companys capabilities (a description of facilities, personnel, and past manufacturing experience as it relates to the above criteria) and av ailability. The NAICS code for this item is 325920 with a business size standard of 750 employees. Please indicate your business size in your response. Interested companies should provide minimum and maximum monthly production quantities and identify th e remaining capacity for simultaneous production of all the items listed above (and if manufacturing resources are shared with other item/production lines). Additionally, it is requested you provide the Minimum Procurement Quantity (MPQ) required for econ omical production. A respondent to this survey should be able to show adequate technical and manufacturing capability and good past performance in the pyrotechnics industry. A respondent to this market survey must have available a majority of the skills and facilities that are required to manufacture these items. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent, must be able to demonstrate and should describe his ability to obtain thos e resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. Interested companies should also include a Rough Order of Magnitude (RO M) unit price for 50,000 ea. M117s, 25,000 ea. M118s, and 50,000 ea. M119s in one consolidated contract. All contractors interested in this future solicitation must be registered in the Central Contractor Registration Database. Interested parties have 57 calendar days from the date of this publication to submit information to be considered in the development of the acquisition strategy for this item.
