- Description
- The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia, intends to solicit on a sole source basis with Clarity Development Group of Fredericksburg, VA, for the creation of work definition framework for the Navy?s civilian and Contract Service Support effort in developing a Total Workforce for the Navy Personnel Command, Washington, DC. N1, serving as the Navy?s Single Manpower Resource Sponsor (SMRS) will gradually take ownership responsibility for all aspects of Navy personnel including all active duty and reserve military, government civilian, and contractor services support (CSS), and link each military billet, civilian position and CSS work year to End Item Products, Demand Signals, and Intermediate Products. This necessary effort will require participation by Clarity Development Group who possesses senior analytical experience and expert knowledge of Navy manpower and contracting processes and associated technologies. The Navy intends to solicit for a Firm Fixed price type contract for a base period with (3) three 1-year options. This procurement is a sole source acquisition with Clarity Development Group, under the authority of FAR 6.302-1. Clarity Development Group?s experience is unique in that its staff is comprised of human capital planning experts that have years of Navy-specific workforce analysis, planning knowledge and success, specifically with modeling CSS. Their specific understanding of current business processes and the governing policies and influencing viewpoints of stakeholders that affect structure and system design is unique and beneficial to the government. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 541611. See Numbered Note 22.
