- Description
- Program Manager Training Systems (PMTRASYS) has a requirement to solicit for the Marine Corps Systems Command (MARCORSYSCOM) a MAGTF Training Systems Support (MTSS) contract. This effort is a follow-on to the MTSS Support contract M67854-03-C-8020. The anticipated contract will be a Firm-Fixed-Price (FFP) contract. Initial award will be for a period beginning May 2008 for a period of five years with options. PMTRASYS is tasked to acquire and manage contract support teams conducting training event support services at eight Marine Corps locations and make provisions for any future sites. These include Camp Lejeune, NC; MCB Quantico, VA; Twentynine Palms, CA; Camp Pendleton, CA; Marine Air Wing Training Squadron, Yuma, AZ; Okinawa, Japan; Marine Forces Pacific, HI; and Marine Forces Europe, Germany; Examples of expected training event support provided by the contract support teams at each training and simulation site, and other designated locations include: (1) application of computer-assisted, model and simulation systems; (2) Command, Control, Communication, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems training; (3) Installation, operations and maintenance of C4ISR systems in support of MAGTF training such as command post exercises (CPX), scripted CPXs, war games and field training exercises (FTXs); (4) Instruction on MAGTF command and control systems. There are a variety of simulation models, C4I and information systems, training applications, and training devices utilized by the Marine Corps that require contract personnel to install, operate, and maintain. Examples include, but are not limited to the following programs or projects of record: ? MAGTF Tactical Warfare Simulation (MTWS) ? Joint Conflict and Tactical Simulation (JCATS) ? Joint Theater Level Simulation (JTLS) ? Corps Battle Simulation (CBS) ? Combined Arms Planning and Execution-monitoring Systems (CAPES) ? Joint Semi Automated Forces (JSAF) ? One SAF ? Combined Arms Staff Trainer (CAST) ? Combined Arms Command and Control Upgrade System (CACCTUS) ? Combat Analysis and Reporting Tool (CART) ? Deployable Virtual Training Systems (DVTE) In addition there are several C4I gateways, scenario generators, after action review system, and viewers that support these systems as well. A Pre-Proposal Conference followed by a Site Visit is tentatively scheduled at Quantico, VA on 7 Nov 2007 at 9:00am. Parties interested in attending the Pre-Proposal Conference/Site Visit must register with the Contracting Officer prior to 26 Oct 2007. Each company is restricted to three (3) attendees at the pre-proposal conference/site visit. The RFP (M67854-08-R-8003) and any subsequent amendments/information will be provided via electronic means at NECO. It is anticipated that a draft RFP will be posted by 31 Oct 2007 and the Final RFP 20 Nov 2007. This is not a request for proposals or a guarantee of forthcoming solicitation. It should not be construed as a commitment of any kind by the U.S. government to issue a solicitation. Any information provided to the Government in response to this RFI will become USMC property and will not be returned. All proprietary or classified information will be treated appropriately. All potential offerors desiring to be placed on the contact list for this procurement and/or attending Pre-Solicitation Site Visit are requested to submit a written response within 30 days after publication of this notice.
