Description
NAICS Code: 334516 AMENDMENT #1 TECHNICAL QUESTIONS AND ANSWERS 1. Minimum Specification #2 states; "The system shall include a 3 kW X-ray generator, which shall be contained in a radiation-safe cabinet that can be located on a bench top, and is transportable with carrying handles " How are the end users planning to use this portable generator on a laboratory XRD System? Answer: The primary purpose for the system is to conduct bench top analysis of powders. However, the EPA envisions the possibility of linking the XRD to other units, such as a high pressure system, that the EPA can use to study the effects of supercritical fluids on the synthesis of solid particles. NOTE: Specification #2 has been revised to state; "The system shall included a portable 3 kW X-Ray generator which is capable of being contained in a radiation-safe cabinet, that can be located on a bench top. It is an optional item to have a generator that is transportable with carrying handles". 2. Please explain in technical detail "zero back-lash harmonic gearbox"? Answer: Small-scale servo actuators are used for micro assembly applications in many analytical instruments or production equipment. The EPA needs to have a miniature gear drive system that provides a unique combination of precision, torque capacity and power density. These features have made it the preferred solution in a wide range of machines and devices. The gears can be implemented in a range of miniaturized servo actuators, which provide zero backlash, excellent repeatability and long operating life. The system shall have a similar gear drive or equivalent system for the Goniometer. For further information please refer to: R. Degen, R. Since fluids are not typically measured by x-ray diffraction please describe the EPA's application requirements? Answer: XRD is typically used for powered samples, however, XRD analysis can also be made on a blend of nano-sized and micro-sized metal particles in a polymer matrix, such as magneto rheological fluids. There are many examples of these applications in the Japanese Journal of Applied Physics. 4. Is this one system for XRF and XRD or is this two separate systems? Answer: This is one instrument with dual functions. 5. Is there a preferred vendor that these specs are written for in this solicitation? Answer: No, these are the EPA's minimum specifications. 6. The RFQ does not specify a re-circulating heat exchanger required to cool the X-ray tube. Does the end user already have one, or was this item forgotten? Also, a PC/Printer is not specified - will this be provided by the user? Answer: The re-circulating X-Ray tube cooler is part of the core system needed for operation and shall be provided by an offerer. A PC/Printer is not part of the minimum specifications and is being listed as an optional item, per this modification. Revised: Offerors shall submit 1 copy of their quotation that references RFQ-OH-07-00192, no later than October 09, 2007 at 4:00 PM (EDT) to Scott A. Fogle, at fogle.scott@epa.gov.
