- NASA/LaRC has a requirement for the purchase of site licenses for PBS Professional Software (1 EA). NASA/LaRC intends to purchase the item from Altair Engineering who is the only known responsible source. The PBS Professional Software is needed for compatibility with the computing environment between the systems at NASA Ames Research Center and NASA Langley Research Center. The ARC systems currently use PBS Professional from Altair Engineering, use of the same software on the LaRC systems will allow the users to use the same workflow and to reuse the scripts developed for the High End Computers systems on the mid-range systems to improve compatibility and interoperability. Compatibility is necessary to reduce inefficiencies and conversion errors, to ensure that the workflow and scripts that are developed on the mid-range systems at NASA Langley Research Center will work on the high-end computers at NASA Ames Research Center. Altair Engineering is the developer of the needed software and is the only source available for licenses and support for the PBS Professional Software. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 12, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
